At present,scientific research has become one of the important indicators of performance appraisal in national tertiary general hospitals.The full-time scientific research personnel in the hospital are the main body engaged in scientific research in the three-level general hospital.Performance appraisal is one of the important means for organizations to stimulate the enthusiasm of employees,guide employees to achieve organizational goals,and promote the common growth of organizations and employees.The purpose of this research is to construct the performance evaluation system model of full-time scientific researchers in three-level general hospital by analyzing the characteristics and working characteristics of full-time scientific researchers in hospitals,and to establish a set of scientific,reasonable and perfect performance evaluation index system for full-time scientific researchers in third-level general hospitals,so as to give full play to the creativity of full-time scientific researchers in hospitals,and then improve the scientific research level of hospitals.Firstly,the model of performance evaluation index system for full-time scientific researchers in tertiary general hospitals was established by literature review and expert interviews,and the performance evaluation index system was initially drawn up;Secondly,the reliability and validity of the questionnaire are calculated to ensure that the questionnaire has high reliability and effectiveness.;Thirdly,the Delphi method is used to screen out the reasonable performance evaluation indicators.Based on the mathematical statistics method,the data processing software Excel and SPSS 22.0 are used to analyze the data,describe the basic situation of the experts,the positive coefficient,authority coefficient and coordination degree of expert opinion are calculated to test the reliability of the results and the consistency of expert opinion;Finally,the weight coefficient of each index is calculated by analytic hierarchy process(AHP),and the combined weight coefficient is further calculated,and the consistency test is carried out to prove the rationality of the weight assignment.This study finally constructed a set of performance appraisal indicator system for full-time scientific research personnel in three-level general hospital.The system includes four primary indexes: comprehensive quality,scientific research ability,scientificresearch achievement and academic influence,17 secondary indexes and 53 third-level indexes.The results of pre-survey show that the questionnaire has good reliability and validity.The results of three rounds of questionnaire survey show that the positive coefficient of experts are higher than 0.9.The expert's authority coefficient is greater than0.8,the authority is higher,and the expert's credibility is higher.The degree of coordination of expert opinions is greater than 0.3,and the consistency of expert opinions is higher;The analytic hierarchy process is used to calculate the weight coefficient and combined weight coefficient of each level of indicators,and the consistency test is carried out.The CR is less than 0.1.Through the consistency test,the weight assignment is reasonable.In this study,the performance evaluation index system of full-time scientific researchers in three-level general hospital was established by scientific and rigorous methods;According to the index system and its weight coefficient finally constructed in this study,the assessment of scientific research personnel should mainly be based on scientific research performance;The index system has certain reference value for strengthening the management of full-time scientific research personnel in hospitals.
