With the development of social economy, the people to improve the medical service needs and expectations as well as the deepening of the medical health reform in our country, the focus of our medical and health institutions performance. Performance appraisal as an important means of human resource management, for hospitals to improve organizational and individual performance plays a major role, the hospital managers must pay close attention to the development trend of hospital management and medical health reform direction, take the initiative to strengthen hospital performance management, perfection and innovation of hospital performance evaluation index system of comprehensive evaluation of departments and employees work, to adapt to the society, government and patient expectations of medical and health services.In this paper, using the relevant theories about performance evaluation, human resources in the L hospital, for example, according to the proposed the thinking of problem, to analyze and solve problems, to the whole article has carried on the Layout. First of all, using scientific analysis methods such as questionnaire survey, puts forward the current situation and existing problems of hospital performance evaluation, secondly, analyses the reasons of the existence of the problem, the background, the application of balanced scorecard and key performance indicators such as performance management tool for the optimal design to the original performance evaluation index system of hospital, set up an effective performance appraisal index system, more able to meet the requirements of new health reform and the current hospital management status quo. At the same time evaluated the effect of the optimized performance appraisal system, and define the direction in the future.
