With the advancement of society, technology innovation is becoming the pivot of the development of the day, and the construction of scientific innovation research groups is receiving more and more attention. As medical personnel are an important component of scientific talents, their ability to innovate determines the success of the medical cause. The development of hospitals relies on talented professionals, particularly those with high ability of scientific and technological innovation. The establishment of a scientific, rational and practical comprehensive appraisal system for the evaluation of the innovation ability of medical personnel is of important application value for the discovery and training of such talents as well as for the elevation of the innovation ability of hospitals.Partâ… : Construction of an Appraisal Index System for Evaluating the Scientific and Technological Innovation Ability of Medical PersonnelA framework was designed for the appraisal index system of scientific and technological innovation ability of medical personnel based on the related theories obtained by expert consultation and literature review and in accordance with the principles of the system construction. In the end, the construction was accomplished with the Delphi method by two expert consultations. The system is composed of 4 first-level indicators: basic strength for innovation, theory innovation ability, technological innovation ability and academic exchange ability, including 9 second-level indicators, and some again including third-level indicators, each with its corresponding height, content and quantitative index.Partâ…¡: Application of the Appraisal Index System for Evaluating the Scientific and Technological Innovation Ability of Medical PersonnelData were collected as reference criteria of evaluation from 31 medical professionals of a Class-â…¢Grade-A general hospital in Nanjing who applied for the membership of "122 Medical Talent Project of the Army" in 2007, and the equivalent of every indicator was calculated. A program was written with the aid of the SAS 9.1 statistical analysis system, evaluations conducted by Linear Interpolation, TOPSIS method and RSR method, and the results sequenced and statistically analyzed. Statistics showed that the three methods could better reflect the abilities of the evaluated personnel and proved the rationality of establishing the evaluation system. The Linear Interpolation method, with the character of directly perceived and easily understand, can be recommendably applied to the evaluation. The construction and application verification of the appraisal system, with objectivity, practicality, guidance quality and characteristics of the time, can give an objective and reasonable evaluation of the scientific and technological innovation ability of medical personnel. As this evaluation method is applied to internal cases, without consideration of the exterior criteria, its results are only of relative value, with possible limitations.
