Study On Public Financial Input Mechanism Of Municipal Public Hospitals-Case Study Of A City In Guangdong Province

Public hospital which plays a supporting and leading role in the medical and health service system,is the most important part of medical and health service system in China,undertaking the vast majority demand of people for medical and health service and dominating the medical resources such as medical talents,technology and equipment.In 2009,China launched a new round of medical and health system reform,clearly pointed out the dominant position of the government in providing public health and basic medical services,and called for greater public financial input on public hospitals and establish scientific and reasonable input mechanism to safeguard the public welfare of public hospitals.The Circular of the General Office of the State Council on the priorities for Deepening the Reform of the Medical and Health System in the Second Half of 2018(No.83 issued by the State Office of the People's Republic of China)puts forward that the government should implement the policy of public financial input on public hospitals according with the regional health planning,and formulate policies for public financial input to correspond with the development of public hospitals.However,there is no explicit stipulation on public financial input level and standard,and relevant supporting policies and measures are not yet complete.Therefore it is of great significance to study how to improve the public financial input mechanism of public hospitals,in order to enhance the public financial security capability,to improve the efficiency of the use of public financial funds.Based on the theory of public goods and public finance,this thesis chooses A city of Guangdong Province as a case study,analyzes the public financial input status of seven municipal public hospitals in A city by means of literature research,data analysis and interview,and studies the problems of insufficient public financial input and unreasonable public financial input mechanism of municipal public hospitals in A city.The countermeasures and suggestions for improving the public financial input mechanism of municipal public hospitals in A city are put forward: One is to clarify the premise of improving the public financial input mechanism of public hospitals;the other is to establish a long-term mechanism for the sustainable public financial input of public hospitals;the third is to improve the incentive mechanism for the public financial input of public hospitals;the fourth is to construct a supervision mechanism for the public financial input of public hospitals;the fifth is to explore the diversified capital input mechanism of public hospitals.
