| Public hospitals,as the essential body of our country’s public medical system and funded by national finance budge and founded by government,shoulder the responsibilities of providing basic medical and health care services and satisfying the needs of public health care,and also the body to realize the government’s target of protecting public health.It’s no doubt to say the aims of the public hospitals are to serve the public interests,i.e.the public welfare orientation.However,under market economy circumstances,impacted by the economic interests oriented marketization the function and positioning of public hospitals are deviating its public nature.“Seeing a doctor is too much trouble” and “Medical bill is so expensive” have been Chinese folks’ confusion all over China.Chinese people have been advocating for the public hospitals to resume to their public welfare nature,and the government are focusing on it in the new round of medical and health care system reform.Fundamentally speaking,the public welfare nature of public hospitals originate from its inherent public nature and its morality positioning.Its public goodness indicates that human nature and majority’s interests shall overwhelm.Public interests value is seeking the openness and availability for the whole community provided by medical service.Value of being equal and fair displays the justice which all social members are entitled an equal life right and health care.Humanistic,altruism and helping the weak group contained in Public nature of public hospitals,have manifested the value resort that we are cherishing life,protecting social interests,caring the weak and helping the poor.However,nowadays the lacking of public nature in public hospitals has shaken its foundation of innate nature and morality value.As the core position of public hospitals,returning to the pubic nature displays the maxim of public welfare and goodness-management concept of priority principle.It’s not only the morality foundation of effective operation of public hospitals,but also the legal ground of smooth development of public hospitals.From perspective of social effect,it’s not only helpful for social justice and social harmony,but also beneficial for its own healthy development of public hospitals.Government is the sponsor of public hospitals while public hospitals are to achieve and realize the medical and health policy.So both parties are having common responsibilities of protecting the public’shealth and the consistency of public welfare purpose.The phenomena of “Seeing a doctor is too much trouble” and “Medical bill is so expensive” condemned by Chinese folks,has reflected that basic medical service is not enough due to government’s imbalanced medical resource allocation,and the lacking of regulation and weakening of supervision by government in the public hospitals’ market operation.Therefore,the realization of public welfare nature of public hospitals must be relied on the leading role of government and the enhancement of protection responsibilities by government.Firstly,compensation mechanism for public hospitals shall be improved by government.Secondly,supervision mechanism on public welfare nature of public hospitals shall be strengthened.Thirdly,the method of public welfare realization of public hospitals shall be developed.Meanwhile,we should notice the limits of government responsibilities and government and public hospitals shall work together to realize the goal of public welfare nature for the public health and develop harmoniously. |
