The implementation and development of the policy of "drug additions" has a very important historical reason.It is a kind of compensation policy implemented in the difficult period of the 1950 s in China.It plays an extremely important role in the medical system at that time.However,with the continuous development and optimization of the national economic system,"reinforcing medicine with drugs" has become a "stubborn disease" in the medical field,and gradually formed a profit-seeking mechanism with universal significance,mainly reflected in the growing problems of large infusion,large prescription,abuse of antibiotics and over-treatment,which promotes the continuous increase of medical costs and greatly damages the fundamental interests of the people.Premier Li Keqiang of the State Council made a report on the work of the government at the fifth meeting of the 12 th National People's Congress on March 5,2017.He said that "we should comprehensively promote the reform and innovation of public hospitals,abolish all drug additions,and continue to promote the development of medical prices in the direction of rationalization,scientificalization and public welfare." According to the actual situation,we should focus on the reform of salary system,medical prices,payment methods,drug circulation and so on.In October 2012,the Guangdong Provincial Government issued the "Opinions on the Implementation of Comprehensive Reform Pilot of County-level Public Hospitals in Guangdong Province"(hereinafter referred to as "Opinions").Sixteen pilot counties(county-level cities)were selected to cancel the 15% drug bonus.In 2015,our province identified the second batch of 22 pilot counties for comprehensive reform of county-level public hospitals.Since 0:00 on July 15,2017,152 public hospitals in Guangzhou have cancelled all medicines,implemented "zero profit" sales of medicines(excluding traditional Chinese medicines)and implemented new prices for more than 3000 medical services.Under the background of medical reform,this paper studies the short-term and long-term effects of the cancellation policy of drug bonus in public hospitals of Guangdong Province,tries to prove that the policy really benefits the people,effectively alleviates the problem of difficult and expensive medical treatment for the people,probes into and analyses the problems existing in the implementation of the policy,and perfects the supporting measures and compensation mechanism in order to achieve the expected results.Price effectiveness of current health care reform.This paper mainly carries out according to the following structure: Chapter 1 focuses on the background and significance of the research,the current situation of theoretical research at home and abroad,research ideas,methods and innovations;Chapter 2 mainly introduces the basic concepts and theoretical analysis,elaborates on the policy and theoretical system of eliminating drug additions,and the implementation of eliminating drug additions in public hospitals in Guangdong Province.The analysis.Chapter 3 makes an empirical analysis of the impact of cancelling drug additions policy on the operation of public hospitals in Guangdong Province,and uses quantitative methods to analyze the impact of zero additions on public hospitals in Guangdong Province.Chapter 4 discusses in detail the implementation of drug additions policy in hospitals based on the previous studies,including the loss of income of pharmaceutical medical personnel,insufficient government financial and medical insurance compensation,and policies.The fifth chapter puts forward suggestions for improvement,including reform of salary system,reasonable calculation of the proportion of government compensation,and increasing financial compensation.
