Deepening the reform of public hospitals, the main part of China’s medical service system, is an important measure to guarantee and improve people’s livelihood. The reform should maintain the non-profit positioning of public hospitals by exploring innovative approaches to eliminate the profit-pursuing mechanism. However, public hospitals in China now are focusing on raising their revenue rather than the benefit of the public, thus resulting in the tension between doctors and patients and further accelerating social conflicts.One task of the reform is to separate dispensing from prescription. It involves multiple reforms of system. In this paper, the author only focus on the side of Separation of Dispensing from Prescription(SDP).The purpose of this measure is to reduce the cost of medications by cutting off the benefit-based relationship between hospitals and hospital pharmacies, thus addressing the difficulties of the public in paying the expensive medical bills and getting access to quality medical services.An approach to implement SDP is pharmacy trusteeship system, which, however, does not develop well. The author of this paper through research finds that the system has many problems to solve, e.g. how to maintain the non-profit nature of public hospitals, how to distribute responsibilities between hospitals and trust enterprises, how to prevent and supervise the corruption and monopoly resulted from the system, and whether pharmaceutical enterprises can afford the potential risks, etc.However, the author believes that pharmacy trusteeship system as an innovative approach is still worth further exploration under the existing laws and regulations. Because it can separate dispensing from prescription on the one hand, and show a new way for China’s trust system on the other hand. The paper is designed to propose some suggestions for formulating the pharmacy trusteeship system and to prove its feasibility.
