Turfan office set Vaccination Bureaus to prevent smallpox On September 16,1881.Before setting the institutions,people there had prevent their children from smallpox in a negative way for years,such as by a superstitious way or abandoning their family members who infected smallpox,and variolation which is also the way to go as well.At the beginning of the day the Bureaus faced with some unwelcome from the folks,who at last found the advantage of the vaccination and were willing to take their babies to see the doctor in the Vaccination Bureaus.As the clients increased the Bureaus had adjusted the policies in vaccination,staffs and expenditure.In order to save the budget,Turfan office decided to teach the vaccination to their local people and laid off the physicians from inland city who asked for high salaries.In the late Qing Dynasty,Vaccination Bureaus declined because of the shortage of the funds from Xinjiang Province.Based on the clues of the establishment,development and decline of the Vaccination Bureaus in Turfan,the paper analyzes the role of the Vaccination Bureaus in Turfan,and reflects that the Qing government attached great importance to Turfan and strengthened its governance in Xinjiang.
