Exploration On The Construction Of Healthy Capacity Of Rural Poor Elderly Under The Community Development Model

The rural revitalization plan and the precise poverty alleviation policy are the key tasks of the national government in recent years.The poverty problem in rural areas has also been an important issue facing all regions.With the continuous acceleration of social transformation and the continuous advancement of poverty alleviation policies,the difficulties faced by poverty alleviation and development have gradually emerged,especially the poverty of rural elderly.The rural poor old people have become the main part of the poor.According to the survey,the health status and health protection of the poor old people are at a low level,and most of them are poor due to illness or return to poverty due to illness.According to Amartya Sen's theory of Capability,poverty is not only about low income,but also that he owns and enjoys the freedom of life that he cherishes.It includes the protection of food,clothing,housing and transportation,as well as spiritual social achievements.Rural elderly people may be restricted in terms of their viability,such as health,education,livelihood,and participation.They are in a state of “not free”.In view of this,this paper starts from the poverty view of Capability,and believes that the problem of health poverty is caused by the lack of health capability,and subdivides the health capability into health awareness,healthy living habits,disease and medical care,social support,and social participation in five dimensions.At the project site,the community development model in community social work,based on the theory of Empowerment and the theory of Capability,carried out a professional social work service project for the construction of five dimensions of the healthy and viable capacity of the poor elderly in D village of Tongchuan District.According to the project investigation and implementation,the conclusions and exploration of this paper are obtained.The practice of social work shows that:1 The lack of capacity of communities and individuals is an important cause of the health problems of poor rural elderly;2 It is meaningful and valuable for social workers to promote the healthy capacity construction through the work methods of regional development models to establish self-organized and participatory community activities.It can effectively improve the healthy capacity of the elderly from five dimensions,and thus promote the healthy development of the elderly;3 It has certain professional advantages and limitations when intervening in the rural old age problem as a social worker,and needs to undertake a variety of different social worker roles to carry out services.In response to the above conclusions,the author also put forward his own ideas and exploration.Social workers can start from the three levels of micro-individuals,meso-community and macro-policies,pay attention to the changes and healthy capability of the rural elderly,and drive the extensive participation of village committee,organizations and residents,and promote the transformation of poverty alleviation perspectives and the construction of an integrated urban and rural pension system to provide multilevel services for the healthy capacity building of rural poor elderly,in order to achieve the health poverty alleviation and active aging of the elderly.Promote the development of precision poverty alleviation and rural revitalization.
