Sustainability Study On Health-aid-to-the-poor Policy

Under the background of building a well-off society in an all-round way,the former health and family planning administrative departments and poverty alleviation departments jointly implemented the "Health Poverty Alleviation Action" in response to the problem of "poverty caused by illness and poverty returned due to illness".In 2016,the proportion of actual compensation for medical expenditure of the rural poor in China was about 67.6%.Through the implementation of health poverty alleviation project in J Province,the actual compensation ratio for hospitalization medical expenditure of the rural poor in this province was stably controlled at more than 90%,which greatly reduced the burden of medical treatment of the poor.Based on the statistical analysis of the relevant situation since the implementation of the health poverty alleviation project in J Province,comprehensive analysis and judgment are made from the four dimensions of the health poverty alleviation project: affordable medical care(cost guarantee),affordable medical care(procedural guarantee),affordable medical care(service supply),and better disease prevention(health literacy).The ability of J Province has been improved at the county,Township and village levels in poverty-stricken areas.Project to upgrade infrastructure and train free medical students.At the same time,the problems,main contradictions and key crux affecting the progress of health poverty alleviation project in J province are discussed in depth.Through the analysis of grass-roots medical and health resources in poverty-stricken areas of J Province and the comparison with non-poverty areas,and the analysis of the medical treatment habits of poverty-stricken people in J Province,and the analysis of medical security level in two counties(one poverty-stricken county and one non-poverty county)of J Province,we can see that the health poverty alleviation project in J Province has good sustainability.Since the implementation of health poverty alleviation in J Province for two years,great achievements have been achieved,and the support of the government,staff and the poor is high,and the sustainability of the policy is good.
