The Ethical Dilemma Of Reproductive Medicine Under The Second Birth Policy And Its Countermeasures

On January 5,2016,the State Health and Planning Commission announced the formal implementation of the decision to liberalize the policy of second births in an all-round way.China has entered the period of the policy of second births.The second child policy is in line with China’s social development of a fertility policy.But at the same time,under the second-child policy,many reproductive ethical problems have arisen,such as: the ethical problems caused by the increase of older pregnant women;the ethical problems caused by the lack of medical resources in gynecology and obstetrics,paediatrics and gynecology,and the decline of professional ethics caused by the fatigue of paediatrics and gynecology medical staff;the ethical problems caused by the increasing use of reproductive assistant technology;the ethical disputes caused by gene editing infants.Therefore,it is urgent to understand the actual situation by participating in the local hospital ethics review conference,analyze the plight of reproductive medicine ethics and put forward ethical countermeasures against the background of the second child policy.The research on ethical dilemma of reproductive medicine under the second child policy is divided into five parts.The first part is the introduction,which introduces the background of the research,discusses the significance of the research and the current research situation.The first chapter analyses the historical evolution of China’s fertility policy and the main ethical issues before the comprehensive two-child policy.China’s fertility policy has gone through five stages: the first stage,the early incentive policy;the second stage,the reform and opening up family planning policy;the third stage,the one-child policy after the reform and opening up;the fourth stage,the two-child policy alone;and the fifth stage,the comprehensive two-child policy.There are three main reproductive ethical issues before the second child policy: the ethical issues caused by the quality of birth control,the ethical issues caused by the quantity of birth control,and the ethical issues caused by the changes in the way of reproductive behavior.The second chapter elaborates the ethical issues of reproductive medicine under the second child policy,which mainly include four major issues: ethical issues caused by reproductive subjects;ethical issues caused by reproductive assistant technology;ethical issues caused by gene editing,gene testing,gender selection;and ethical issues caused by ethical review of reproductive medicine.Chapter three puts forward the ethical value principle of reproductive medicine under the second child policy.First,it analyses the dilemma faced by the ethical value principle of reproductive medicine under the second child policy.Then it discusses the ideological origin and theoretical basis of the ethical value principle of reproductive medicine.Finally,it puts forward the ethical value principle of reproductive medicine under the second child policy.Chapter 4 puts forward the practice of reproductive medicine ethics under the policy of second child,and solves the ethical problems of reproductive medicine in practice.The practice form of reproductive medicine ethics is mainly reproductive ethics review.This chapter puts forward the constitution of reproductive ethics review,the Countermeasures of review and the ethical and moral path of reproductive medicine.
