Research On The Comprehensive Reform Of Public Hospitals In Sanming City Under The Background Of New Healthcare Reform

Deepening the reform of medical care system is a great practice of comprehensively deepening of reform,which is also an important measure to build a modern country,to protect and improve people's livelihood,and to promote social fairness and justice.More importantly,it is an important task to comprehensively deepen reform and fully complete a well-off society."13th Five-Year"period is a crucial stage of deepening the reform of medical health system.At present,health care reform is in the crucial period,with the interest adjustment mechanism being rmore complicated,and contradictions being more prominent.As a national health care reform pilot city,Sanming City actively takes the role as an example for other cities.Through the health care treatment,health care insurance and"three medical health union reform",the public hospitals return to the role of public service and doctors to return to the role of seeing patients,the drugs return to the role of curing.Comprehensive reform of public hospitals in Sanming City has achieved remarkable results,the medical costs of patients dropped,and the burden of doctors has been significantly reduced.Based on the theories of social security,of public goods,and of government responsibility,this article discusses the comprehensive reform of public hospitals in Sanming City,and introduces the beneficial exploration in promoting the comprehensive reform of public hospitals.By analyzing the comprehensive reform in public hospitals of Sanming City for nearly 6 years,compared with the income level of medical staff and medical expenses,and the health insurance fund balance of payments,etc.before and after the reform,to tease out the results of comprehensive reform of public hospitals in Sanming City.At the same time,it analyzes the problems existing in the comprehensive reform of Sanming City public hospitals and analyzes the causes.Based on the analysis of the reform of public hospitals in developed countries and the reality of our country,this paper summarizes the implications for the reform of public hospitals in China.Finally,five aspects of deepening the reform of public hospitals in Sanming City are suggested.The paper takes the comprehensive reform of Sanming City public hospitals as the research object,and sorts out the experience of Sanming City public hospital reform which can be extended and replicated,and provides reference for the whole country to promote the comprehensive reform of public hospitals.It tells us the way to further deepen the comprehensive reform of Sanming City public hospitals,so that the results of the reform will not only benefit the people in Sanming,but also be of reference significance for the comprehensive reform of public hospitals throughout the province as well as in the whole country.
