An Evaluation Study On The Effect Of Comprehensive Reform Of County-level Public Hospitals In E City Of Inner Mongolia

The comprehensive reform of public hospitals is an important part of deepening the reform of the medical and health system and establishing a basic medical and health system,It is an important aspect of the government's leadership in realizing the structural adjustment of the medical service supply side,and it is help to solve the problem of the people's “difficult and expensive to see a doctor” and meet the people's health needs.The county-level public hospitals play a leading role in the primary medical and health service system.It is of great significance to solve uneven distribution of regional medical and health resources and improve primary medical service capabilities through comprehensive reforms.This study started from the status quo of the comprehensive reform of public hospitals at the county-level in E city of Inner Mongolia,reviewed the relevant literature,established an evaluation index system,and took 17 banner county-level public hospitals in E city as the survey objects,collected data of hospital reform from 2014 to 2017,conducted a questionnaire survey.Through the data analysis to understand the status of hospital operation,understand the satisfaction status of the medical staff and the patient,the paper evaluats the effect of comprehensive reform of county-level public hospitals in E city by quantitative and qualitative methods.The research shows that since the comprehensive reform of county-level public hospitals in E city,the overall operation has been stable,financial subsidies have been kept at 30%,the medicine markups have been completely removed,the new compensation mechanisms have been initially established,the supply of medical services has steadily improved,the reform of personnel and salary system has been gradually improved,the problem of “difficult and expensive to see a doctor”has been alleviated,the satisfaction of the medical staff and the patients has been relatively high,comprehensive reform achieved certain results.The study finds that there are still some hospitals that rely heavily on financial subsidies,the rate of increase of medical expenditure per patient is more than 10%,and the construction of talent team needs to be strengthened.Finally,according to the evaluation results,the paper finds out the existing problems so as to put forward the pertinent viewpoints and suggestions.It is hoped that it can provide a reference for the comprehensive reform work of the county-level public hospitals in ethnic minority regions.
