Research On Commonweal Of Public Hospital

Recently,the reform of the health care system has been the focus of the government and whole society,as the management of the state-run hospital is the key.The state-run hospital is main part of the public health care system in China,which has the responsibility to afford the basic medical care and public hygiene service.But with free market economy system established in decades,some state-run hospitals lost their nonprofit nature,and reform of the public hospital face unprecedented challenge.Only resist the public welfare of the state-run hospitals,we can push forward the reform of the medical system and ensure the development of the public health.Starting from this background,this paper first introduces the relevant background and research significance,explains the relevant concepts of public hospitals and public welfare,and then demonstrates the feasibility and importance of studying this issue by using public product theory and new public management theory.Secondly,Y hospital as an example,a questionnaire survey was conducted to both doctors and patients from Y hospital,which includes the awareness of public welfare of public hospitals and their opinions.According to the phenomenon,we manage to find out the cause of the lack of public welfare of public hospitals in our country,such as: the lack of government financial input,the fault of compensation mechanism,marketization of public hospital internal management,staff value,etc.This paper expounds he public welfare construction mode of national public medical institutions in Britain,the United States,Germany and Japan,which provides valuable experience for our country's public hospitals reform.At last,it puts forward some practical ways for public hospitals reform,such as increasing financial input,building reasonable medical insurance system,and improving the internal management mode of public hospitals.
