Objective:A questionaire which suitable for the hospital under study for Hazard Vulnerability Analysis was abtained by modifing the original Kaiser model,which can help the hospital manager to find out the actual demand in emergency managency and the potential risk events,prioritize the potential risk factors and allocate resources appropriately for the higher Hazard Specific Relative Risk,making the focus and direction of hospital emergency management clear,to formulate emergency management plan according the rank of potential risk events to ensure the functioning of the hospital.Method:The method includes Delphi,Group Discussion,Expert Interviews Root Cause Analysis and Survey.Qualitative Research1 DelphiA 17-member expert grouup was established through literarure revies,we collected the idea by E-mail about whether the Kaiser model was translate into the Chinese version of Kaiser model well;which index should be deleted and increased according the specific circumstance.2 Group DiscussionALL expert group members made a discussion about the Modified Kaiser Model and explain some indicators.3 Expert InterviewsTen members of the expert group were interviewed according the resluts of survey to midify the RISK of the high RISK index and find out the real high RISK index.4 Root Cause AnalysisThe causes of high RISK index from interviews were identified by the Root Cause Analysis,using fish-bone map to show the relationship between the causes and the high RISK index.Some reasonable suggestions are put forward according to the causes.Quantitative MethodWe conducted a survey in a sample hospita in 2018 Nov.Hospital management committee memebers and department leaders were organized to attend the HVA training,the content of the training includes the definition of HVA and emergency management,the necessity of HVA and how to fill the quastionaire.Result:The reliability and validity of the modified Kaiser model are 0.940 and 0.927.The higher RISK havard risk events of the hospital are Information system fault 24%,Electricity interuption 17%,Internal firel1%,Short supply16%,Generator failure 15%,Epidemic outbreak 15%.The higher RISK havard risk events in Human Caused Events of the hospital are mass injury(trauma)13%,explosive threat 12%,mass injury(medical/infection)11%,terrorism(biochemical)9%,hostage situation 8%.The higher RISK havard risk events in Natural occurring hazards of the hospital are epidemic outbreakl5%,earthquake14%,snow14%,blizzard13%,drought12%.The higher RISK havard risk events in Technological Caused Hazards of the hospital are information system failure 24%,internal fire 17%,power failure 17%,supply shortage 16%,generator failure 15%.The higher RISK havard risk events in Other Caused Hazards of the hospital are external(chemical exposure)10%,small to medium scale internal leakage 9%,small-scale dangerous goods injury events(from historical events<5 victims)9%,internal radioactive material exposure 9%,terrorist attacks(chemical nature)8%.Conclusions and Suggestions:The results showed that all potential faced by the hospitals under investigation were low-risk disasters(0%?RIS?30%),which might be related to the fact that the hospitals under investigation were newly put into use.In the process of emergency management,Hazard Vulnerability Analysis should be carried out regularly to dynamically discover the potential catastrophic events faced by hospitals.We put forward some suggestions such as some hazard events with high relative RISK(infonnation system failure,epidemic outbreak,etc.)should be targeted to establish emergency plans.Modularized management should be used in the process of emergency management.Regularly carry out emergency drills in which different modules cooperate with each other,strengthen the collaboration of external units,and improve the external response capacity of the hospital.
