The spread of public health emergencies,would cause a series of events happening,interaction of events lead to Public health emergencies diffusion evolution system,so it made more difficulties in government control,The existing emergency management is still chat and departmental management,it can't deal with this Public health emergencies diffusion evolution system,emergency management system of The United States, Britain, Japan and other developed countries were compared in the paper,and some experiences and enlightenments are obtained.On the basis of the analysis of the public health emergencies pathogenesis process,diffusion evolutionary path is determined in this paper,then,a system dynamic model was established in case of the government inaction and events dynamic interaction patterns were studied,then,impat of events coupling model to evolution of secondary events was discussed:①System evolution states could be changed but system evolution trend cannot be changed by event "Nonlocal input preclinical patients"and event "Nonlocal input disease patients",②event "Nonlocal input disease patients"made more influences to public health emergencies diffusion evolution system than event"Nonlocal input preclinical patients",③Public health emergencies diffusion evolution system were mainly impacte by devent "epidemic situation".On the basis of the above, a government control condition system dynamics model was established which was used to study the vulnerability of public health emergencies diffusion evolution system, we can draw some conclusions through the simulation:①Variable "NFC","Tfree","Time"were vulnerable points of public health emergencies diffusion evolution system, system evolution can be changed by changing values of Variable "NFC","Tfree","Time",②measures of Limiting population flow could decrease infection rate but could not stop the diffusion of Public health emergencies,③Effect of Both measures of Limiting population flow and isolation was better than Limiting population flow only, and time of Public health emergencies diffusion evolution system geting control was shorted from about 10 days to about 3 days,④Time when government begin to take measures was very important for control of Public health emergencies diffusion evolution system, the earlier government take measures,the easier public health emergencies diffusion evolution system is controlled.Finally, public health emergencies collaborative emergency management mechanism was established.
