A Study On Community Emergency Management Model Of Public Health Emergencies

At present,China’s rapid economic development and urbanization process is accelerating.All kinds of natural disasters and security incidents occur frequently.The community serves as the front of urban emergency management and the community emergency management capacity affects the stable development of the entire urban society to a certain extent.Through the study of the community emergency management model and capacity,we can construct and improve the community emergency management model so as to use government,enterprises,community public and social organizations and other forces to improve the community’s emergency management capacity.To a certain extent,the concept of community emergency management can be changed,better play the role of community in the basic advantages of emergencies,and promote the orderly development of society.The outbreak of COVID-19 is a major public health emergency.Since December2019,its sudden spread has seriously affected the life,health,economic and social functioning of the public in China.In the meantime,the community acts as the scene of public emergency and the most direct disaster-bearing main body.The construction of community emergency management capacity directly reflects the exertion and implementation efficiency of community emergency management,which plays an increasingly important role in the emergency management of public emergencies.Based on the existing theoretical results,this paper firstly introduces the research background and main research content.On the basis of the research background and the importance of improving community emergency management capacity,the main research contents of this paper are put forward.Secondly,in the light of the theories of crisis management and community governance,this paper makes a comparative study of the community emergency management models of China and other countries,and sums up the relevant experience of community emergency management in foreign countries.At the same time,the methods of field investigation and interview are adopted.The paper selects a community in H City as the research object,through the research and analysis of various measures taken by a community in the process of new crown epidemic prevention and control,pointing out the problems existing in the process,such as single participants,serious tendency of administration,low efficiency of resources integration and weak professional capacity.Based on this,a new approach to the implementation of Urban Community Emergency Management is proposed,which is the integrated emergency management coordination model supported by big data,in order to establish a public health emergencies in the leadership of the party building,multi-participation in the community co-governance of the emergency management model to provide constructive advice.To be specific,on the one hand,it is necessary to adhere to the whole-process emergency management mode and attach importance to the role of the coordinating agencies;on the other hand,while strengthening the construction of emergency culture and the contingent of community emergency management personnel,it is necessary to fill in the gaps in big data to deal with emergencies,give full play to the supporting role of Big Data in emergency management,so as to further improve the community ’ s emergency management capacity.
