Study On The BPHS Supply Model In Urumqi

Basic public health services are made up a govermment-funded,health sector at all levels and The health service.Basic public health services provide health services,which is a national stability and development of major livelihood projects.With the development of our society and economy,the improvement of people's living standard,people's demand for basic public health services is increasing day by day.Facing the ever-expanding demand,it is very imminent to improve the supply capacity of basic public health services.The key to improve the supply capacity is the optimization of the basic public health service supply model.This paper uses the rooting theory to analyze the basic public health service supply model of Urumqi,discussing its constituent elements,operation flow,existing problems and to summarize the experience.This paper presents the proposed recommendations to further improve the supply of basic public health services to explore the feasibility.Through the model analysis,Urumqi basic public health service supply model includes three main bodies(government,primary health service institutions,public),two functions(project operation,supervision and assessment),a relationship(intergovermmental relations),and three characteristics(Diversified supply,government purchase and government compensation coexist,intergovernnental relations compIex).Because of the three characteristics of Urumqrs basic public health service supply model,it leads to the following three problems:first,diversified supply institutions Iead to uneven institutional capacity;second,the government to the government purchase and Government compensation didn't be distinguish which are leading to the operation of the project to not standardized;Third,the complexity of intergovernmental relations caused by the interaction between the different subjects are not eoordinated,it touches on poor service.On the one hand,government departments should strengthen their capacity building and standardize the operation of basic public health services on the basis of expanding and maintaining intergovernmental relations.Then,we should vigorously cultivate grassroots health service institutions,improve their supply capacity of basic public health services and establish then improve the basic public health service network;On the other hand,we should continue strengthen the supervision of grassroots health service agencies and urge them to provide better service.
