A Study On The Supply Status Of Basic Public Service And The Performance Improvements In Henan Province

Since 2009,our country has issued a series of health care reform measures,for example 《 Deepen Reform of the Medical and Health System 》 and 《 the Key Implementation Plan of the Medical and Health System Reform》.In Henan,the government expands the investment and evidently improves medical and health level under the requirement of the medical reform policy.However,the medical and health expenditure performance still remains to improve.At this background,it is essential to evaluate the medical and health expenditure performance through DEA;on the other hand,it also has theoretical and practical values to the performance improvement.This paper consists of five sections: section one: it tells the background,the significance,the theory tools and the research method.Section two;the theoretical analysis of the public health expenditure performance,it mainly includes the definition of concepts and the theoretical basis.Section three: the building of the public health expenditure performance evaluation system including of three parts: economic benefits,social benefits and the continuous effects of this project.Section four: the instance analysis of the public health expenditure performance with DEA,taking 12 cities in Henan as examples,this study evaluates the public health expenditure performance from economic benefit,social benefit and the continuous impact on this project.It gets a high efficiency in the public health expenditure in Henan,the mean to 0.891.Moreover,it attains that the spending efficiency gets a higher improvement comparing to the analysis of the new medical reform.It attains that the smaller the spending investment and lack of innovation,the lower the public health expenditure efficiency.The final section: the policy suggestions,this part tells us that it is useful to expand the expenditure scale,optimize the structure of expenditures,increase the scientific and technological innovation,improve technical personnel quality,reinforce the management and improve and compliment the performance evaluation system as optimizing sales performance a goal,and at the same time,to put forward policy suggestions to improve the public health care expenditure performance.
