Research On Improving Basic Public Health Service Of Grass-roots

In recent years,the government’s attention to basic public health services has increased year by year.The 13 th Five-Year plan has clearly put forward : "The government will improve the national basic public health services and major public health service projects,improve service quality and efficiency of the equalization level,and enhance the ability of basic public health service.At the same time,the department emphasizes the promotion of equalization of basic public services in increasing the supply of public services;meets the diverse needs of public services,and innovates the ways of providing public services".Improving the basic public health service can not only reduce the incidence of chronic diseases,improve the patients’ life quality,but also reduce the economic and social burden caused by diseases,then producing great social benefits.From the perspective of the current situation of primary public health service,the paper studies the improvement of the basic public health services in Jingxing Kuangqu,Hebei Province.Based on the theory of the equalization in basic public health service,polycentric governance theory,and new public management theory as a foundation,the essay learns from the advanced experience of public health services at home and abroad,and designs the questionnaire on the basis of "national basic public health service standard".The survey showed that : There is still a long way to go for the public health service in accessibility,awareness rate,standardized management rate in Jingxing Kuangqu,Hebei province;and there is a certain gap for the basic medical institutions in the construction of infrastructure,public health service personnel’s overall quality,public health service quality.Conclusion: At present,there are still many details to be improved in the management system and the supervision system for the public health service.The government needs to increase investment subsidies in rural areas;strengthen the basic infrastructure construction;increase the training efforts of health service personnels;adjust the public health service model and the performance appraisal system;construct the public health service network from the top to the bottom;perfect the construction of medical and health information system;fully mobilize the working enthusiasm of residents and the initiative for the grass-roots health personnel in basic public health services;and guarantee that the public health service can be smoothly carried out efficiently.So,the essay creatively puts forward the public health service model along with the social security card.Residents can choose the public health service institution by means of social security card,and evaluate the public health service quality of the basic medical institutions by way of card scoring;also can apply for those special and additional public health service according to their physical and special needs.The public health service model along with the social security card makes the public health service providers and users have more flexibility and alternative and makes the public health service a higher efficiency and equalization level.
