Research On Risk Assessment Of Combined Medical And Health Care Project In PPP Mode

With the increasing number of elderly people in China,the problem of pension and medical care brought about by the increasingly severe social aging needs to be solved urgently.Promoting the establishment of combined medical and health care projects in PPP mode can effectively alleviate the contradiction between the imbalance of supply and demand of pensions in China.It is an important measure for the government to alleviate the problem of people’s livelihood in social pensions.However,due to the high risk and low yield of combined medical and health care projects in PPP mode,scientific and effective risk management is an urgent problem to be solved in the project development.As the core link of risk management,risk assessment is an important determinant to improve the effectiveness of risk management.Therefore,it is of practical significance to study the risk assessment of combined medical and health care projects in PPP mode.First of all,this thesis analyzes the risk characteristics and risk sources of combined medical and health care projects in PPP mode.Secondly,the project risk is analyzed from five aspects: government level,market level,project construction,project operation and natural environment.Twenty-three risk evaluation indicators are selected according to the principles of science,comprehensiveness,hierarchy,logic,operability and forward-looking.Then three evaluation indicators are deleted in combination with expert opinions and data query.A risk assessment index system for combined medical and health care projects in PPP mode is established,which includes five first-level risk indicators and twenty second-level risk indicators.And the index weight is determined by the improved analytic hierarchy process(AHP).The risk extension evaluation model for combined medical and health care projects in PPP mode is constructed based on the extension theory.Finally,an empirical analysis is carried out on a combined medical and health care project in PPP mode in a Chinese medicine hospital.The risk assessment of the project is evaluated through the risk extension evaluation model.The overall risk level of the project is calculated to be lower,which verifies the validity and practicability of the evaluation model.The purpose of this thesis is to improve the accuracy and effectiveness of project risk assessment through the research on risk assessment of combined medical and health care project in PPP mode.In order to provide more accurate basis and reference for project risk management,and promote the healthy and sustainable development of Chinese combined medical and health care project in PPP mode.
