The 2019 government work report emphasizes the need to“strengthen maternal and child health care services”,which requires accelerating the reform of the maternity and child care hospital's salary system to further stimulate the work enthusiasm of MCH staff.The Maternal and Child Health Hospital not only undertakes the government's public health function,but also has the clinical function of obstetrics,which plays an important role in ensuring the health and safety of women and children.The continuous deepening of the national medical reform and the implementation of the second-child policy have put forward more specific requirements for women's and children's health care and medical work.There are three-level hospitals and community health service centers(township health centers)and county-level women and children hospital has become a major upper and lower linkage role.The rational use of human resources has become one of the important guarantees for the survival and development of hospitals.A fair,just and open salary system is essential for promoting the development of hospitals.As a direct and powerful means of communication and incentives,the scientific and effective compensation system plays an irreplaceable role in attracting and retaining outstanding talents,improving staff morale and improving the core competitiveness of hospitals.Based on the theory of human resource management,especially the theory of salary management,this paper uses the method of questionnaire survey to study the salary system of the county-level maternal and child health care hospital in XY country.This paper mainly uses literature research methods,field investigation methods and other research methods,and takes the county-level Maternal and Child Health Hospital of XY country as the research object to study and analyze the problems related to the salarysystem of medical staff in county-level maternal and child health hospitals.Firstly,this paper reviews the human resources and salary system of XY County Maternal and Child Health Hospital.Secondly,through questionnaires and field interviews,it analyzes the evaluation of employees' compensation system in XY County Maternal and Child Health Hospital,and summarizes the compensation system of XY County Maternal and Child Health Hospital.In the end,the specific ideas of the improvement of the compensation system of the XY County Maternal and Child Health Hospital are proposed,including the main objectives,following the principles,improving the design and safeguard measures.Through analysis and argumentation,the paper draws the following conclusions:(1)At present,the XY County Maternal and Child Health Hospital has established a basic salary system.The salaries of staff are mainly divided into post salary and salary scale,as well as various subsidies,benefits and insurances that should be paid by the state.In addition,there are differences from general public institutions,in the case of balance of payments.After the withdrawal of the prescribed fund,the remaining portion can be self-directed.(2)The XY County Maternal and Child Health Hospital is a full-scale institution.According to the current salary system of the institution,the basic salary of the staff of the county-level Maternal and Child Health Hospital mainly includes the basic salary(post salary + salary scale salary)+ performance salary(basic Performance pay + reward performance pay)+ welfare allowance.(3)The results of the questionnaire survey show that the employees of XY County Maternal and Child Health Hospital have lower satisfaction with the compensation system,especially in the aspect of salary incentive effect and bonus distribution basis.(4)Through the analysis of the salary system of XY County Maternal and Child Health Hospital and the analysis of employee satisfaction,it is found that the salary system of XY County Maternal and Child Health Hospital has salary level to be improved,salary structure is unreasonable,salary incentive effect is poor,welfare is not perfect,and administrative staff There are five problems in the performance appraisal method.(5)Based on the above analysis,the improvement of the compensation system of XY County Maternal and Child Health Hospital should aim at improving external competitiveness,achieving internal balance and serving the health care institution strategy,and following the principles of fairness,people-oriented,dynamic,competitive and motivating.Improvements in pay levels andcompensation structures based on extensive internal and external surveys.(6)The successful implementation of the compensation system improvement of XY County Maternal and Child Health Hospital needs to be improved from five aspects: improving human resources management,publicizing and training salary system,establishing dynamic adjustment mechanism,improving evaluation mechanism and strengthening communication salary mechanism.
