Study On The Development Strategy Of Private Investment In The Medical Sector In Hunan Province Under The Background Of Health China

Focusing on establishing an integrated medical service system and improving national health level,the “Health China” strategy advocates the diversity of medical service supply methods.However,it contradicts the unbalanced situation of Chinese medical resources allocation structure.As an important part of medical and health services,private investment in the medical sector undertakes great responsibilities of alleviating the contradiction between supply and demand,improving the performance of medical service,deepening the reform of medical and health system and promoting the realization of health China.The Plan of Health China 2030 issued in 2016 strongly encourages private investment in the medical sector for providing high-quality medical services and setting up health-care industry so as to form a diversified medical pattern.In recent years,the central and local governments have promulgated a series of favorable policies to encourage private investment in the medical sector,greatly contributing to the rapid increase of hospitals,sickbeds and medical services,which has stimulated the vitality of the medical and health market to a certain extent,relieved the contradictionbetween the unbalanced and inadequate development of medical and health services and people's growing multi-level,diversified and personalized health needs as well as satisfied such health needs.However,there are still many factors plaguing the development of private-owned medical institutions,such as unfair treatment of policies,monopoly of public hospitals,discrimination of public opinions and lack of talents.Under the guidance of the existing policies,it is necessary to find the right path for the development of private-owned medical institutions for the construction of the entire medical service system,the vital interests of the people and the process of building a health China.Therefore,it is imperative for the government and all sectors of society to work together to accomplish this task.In order to solve the above problems,especially in enriching medical and health resources and expanding service supply,this thesis firstly defines the related concepts and theories through the literature research method,then demonstrates the relationship between the “health China”strategy and private investment in the medical sector as well as its new requirements.What's more,the author has conducted quantitative and qualitative analysis of statistical data on health care in Hunan Province to find out the status quo and problems of private investment in the medical sector,and thoroughly analyzed the reasons from government,industry,itself and the public.Furthermore,based on methods of case study andcomparative study,the author has discussed four different cases at home and abroad,then concluded some implications for Hunan Province.Finally,some strategic suggestions on how to promote the sustainable development of private investment in the medical sector under the background of “health China” are provided from aspects of perfecting top-level design,standardizing industrial management,strengthening self-construction,deepening personnel reform and innovating supervision and management.
