Improving the quality and level of basic health services and promoting the equalization and popularization of basic health services is the key to meet people's growing demand for basic health care and to implement the strategy of "healthy China" smoothly.Since twenty-first Century,along with the health reform,the level of Inner Mongolia primary health services and residents' health level have been significantly improved,the people's demand for health services towards diversification and hierarchical development,too.Facing urban and rural residents' basic medical and health services constantly increasing,Inner Mongolia basic medical and health services' supply side supplies weakly and lacks effective supply,the problems which lead to the low quality of basic medical and health services and the old people's "difficulty medical treatment,expensive medical treatment" problem have not been alleviated.This paper uses the theory of public goods,the supply side structural reform ideas as the starting point,from the analysis of the demand characteristics of the Inner Mongolia Autonomous Region basic health care,basic medical and health care demand of Inner Mongolia has the following characteristics: the basic health demand which is caused by the population aging should be paid attention;rural residents' basic health needs is more urgent than the demand of city residents;the needs of the primary health services which have national characteristics are rising.In order to meet the needs of the residents for the basic medical and health care,the supply level of Inner Mongolia basic medical and health services is promoting constantly,but the supply structure of Inner Mongolia basic medical health services is unreasonable.Comparing with other western provinces,the accessibility of health resources of Inner Mongolia is poor,that has the following main performance:Government and social's health expenditure ratio are low;Residents' health expenditure burden is heavy;Health resources' allocating is out of balance,which leads to too much manpower and material resources concentrated in the city and grassroots medical and health resources supply shortly.On these bases,taking the 12 provinces of Western China(municipalities and autonomous regions)as samples,the paper establishes a panel data model to make an empirical study on the impact of basic medical and health services' supply structure,the health resources' accessibility and the development of economic on the residents' health level.The results show that the adjustment of the basic medical and health service supply structure is to increase the proportion of the government health expenditure to the total financial expenditure,to increase the proportion of the health personnel in the overall health personnel,to enhance the accessibility of medical and health resources and to accelerate the economic development to improve the health level of the residents.Finally,in view of the problems existing in the basic medical and health service supply structure in Inner Mongolia,the article proposes to play the leading role of the government,the rational allocation of medical and health resources,and the establishmentof a perfect pension system for elderly people,in order to promote the smooth progress of the reform in the field of medical treatment and health services in the Inner Mongolia Autonomous Region.
