Difficulties In And Countermeasures For Zhanjiang's Rural Equalization Of Basic Public Services

The period of the "13th Five YearsPlan" is critical for China to comprehensively build a moderately prosperous society and the rural areas are the key for the realization of the set objectives.As rural prosperity is the guarantee of countrystability,providing basic public services in rural areas is not only the responsibility of the government,but also the urgent needs of the people's survival and development.Unequitable access to basic public services is the difference from urban to rural areas,from region to region and from group to group.In recent years,Zhanjiang has achieved remarkable results in implementation of the strategy of equitable access to rural basic public services and initially realized the radiation of urban spiritual civilization to rural areas,the development of urban infrastructure in rural areas and the provision ofurban public services to rural areas.But on the whole,the access to basic public services in rural areas,subject to many factors,is not equitable,it is therefore required to resolve developmentproblemtogetout of the trouble of nonequitable access to rural basis public services.By systematically carding and scientifically defining such relevant concepts as basic public services,equitable access and equitable access to rural basic public services,we can have a clearer research idea and lay a theoretical basis for promoting the development of equitable access to basic public services in rural areas of Zhanjiang;secondly,based on the actual development of rural basic public services in Zhanjiang and in-depth analysis on the current development of rural basic public services and results achieved,we can provide basis for forward-looking and reasonable trend prediction of equitable access to rural basic public services;finally,by analyzing the difficulties in development of equitable access to rural basis public services in Zhanjiang,we can put forward policy suggestions frompolicy resources,institutional mechanisms and mode innovation.Through the on-the-spot investigation in the rural areas of Zhanjiang,thesituation with respect to rural basic public services is basically made clearand it makes this paper more targeted,operable and applicable to provide reference for promotingurban-rural integration and maintaining social fairness and justice.
