Health is the foundation of humanity and it indicates the human capital level and populace's cultivation of a country.Actually the development of the country is the development of the people,and the prerequisite for the development of the people is the health of the people.Pre-hospital emergency care means that the pre-hospital emergency medical staffs or first witnesses treat emergency patients on site and send them to the hospital and it could save the people's lives.It is closely related to the people,and it reflects the social security ability and public management level of a country.However,now the pre-hospital emergency care still has many problems that affect the health of the people directly,which mainly reflects in the contradiction between the insufficient supply of pre-hospital emergency services and the increasing health needs of the people.To meet the people's actual needs for the pre-hospital emergency care,we need to find the way to reform it from the supply side.It is also an inevitable requirement for the government to create health bonus for the people.Although there are many theoretical studies on the reform of pre-hospital emergency care,there are still gaps in the supply side.This study takes Nanjing as an example,and the reform of the pre-hospital emergency supply side was studied from the perspective of public management.The starting point is to improve the quality of pre-hospital emergency care.The method is to improve the unreasonable elemental configuration and unreasonable structure in the pre-hospital emergency reform to form an efficient pre-hospital first aid element configuration and flexible pre-hospital emergency supply structure to suit the change in demand for pre-hospital emergency services.The fundamental purpose is to satisfy people's increasing pre-hospital emergency needs with high-quality pre-hospital emergency supplies and create health bonus for the people.At the macro-level,it emphasizes the provision of emergency treatment legislation and systems,and innovatively proposes a large-scale first aid prototype.In the discipline,emergency medicine,disaster medicine,and general medicine are merged;within the health system,the pre-hospital courtyard is integrated and realized.Pre-emergency and medical treatment combination integration,community hospitals,service stations,and family doctors integrated with pre-hospital emergency care;organic integration of fire protection,public security,and first-aid,and other departments to jointly build common sharing;encourage first aid in adhering to public welfare under the premise of diversified innovation and development,to encourage the integration of various new forms,the development of pre-hospital emergency medical care to maximize the activation of emergency resources.At the micro-level,the specific countermeasures for the reform of the pre-hospital emergency supply side were put forward,and the people's needs for pre-hospital emergency services were met through the improvement of efficiency on the supply side.Therefore,this study has certain practical and theoretical significance.This research mainly uses the literature research method,investigation method,analysis induction method and case analysis method,and analyzes the status quo of pre-hospital emergency care in Nanjing using emergency big data,and proposes the main body,elements and structure for pre-hospital emergency care from the perspective of public management.Reform measures.The main focus of the reform of the pre-hospital first aid provider is to promote the provision of legislation and systems for the government,emergency centers and reliance on co-construction of medical institutions;elemental reforms are divided into factor inputs and element upgrading reforms.Elemental input reforms include first aid stations,emergency vehicles,and emergency personnel.The reform of first-aid funds and first-aid equipment,reform of elemental reforms includes site planning and the reform of the first-aid talent system.The reform of the pre-hospital emergency response structure is mainly aimed at resolving the contradictions between first aid and non-emergency services in the pre-hospital emergency.There are many contradictions arising from the shortage of emergency services and the lack of effective response to non-ambulance needs,including the introduction of social capital for non-emergency socialization.Transit reform and reform of emergency medical insurance system.At the same time,the use of the Internet + pre-hospital emergency care and sharing of pre-hospital care,to improve the quality and efficiency of pre-hospital care,and use intelligent first aid to meet the people's new needs for pre-hospital emergency services.
