Effective Supply And Realizing Way Of Basic Medical Services Under PPP Mode

With the accelerating process of urbanization,the aging of the population and the ever-increasing demand for medical services,which have challenged the funding,management and supply of medical and health care,the public has placed higher demands on the government.In 2009,a new round of medical reform kicked off in China,placing social capital in medical treatment in a prominent position and encouraging public-private cooperation in various forms to achieve "equal access by members of the society to accessible,affordable,high-quality,efficient and safe basic medical services Service "development and reform goals.Positive policies continue to be introduced,PPP exploration in the medical field is gradually being carried out.Based on the theory of Public Choice Theory,New Public Management and Governance Theory,taking the characteristics of basic medical service as an entry point,this paper tries to find a best balance between the government and the market and select the ideal that suits our country’s basic medical service supply Model,and how to effectively implement such a mechanism for cooperation in the study,trying to build a suitable for the reform of China’s medical service needs public-private cooperation model.First of all,based on the definition of basic concepts,this paper analyzes the attribute categories of basic medical services,elaborates the criteria of effective supply of basic medical services,and then explores the theoretical basis of public-private partnerships in basic medical services,laying a theoretical foundation for demonstrating the effective supply of basic medical services by PPP mode;Secondly,starting from the current supply situation of the basic medical service market,it expounds the effective role of the PPP mode.Pivotal points-integrating medical resources,relieving financial pressure,exerting the regulatory role of price mechanism,and promoting the reform of public hospital governance mode;Thirdly,with the typical exploration of Ningbo Cloud Hospital,Beijing Mentougou District Hospital and Kunming Children’s Hospital,the author elaborates the concrete operation of PPP mode and summarizes the experience and enlightenment.Fourth,based on the practical application,it analyzes from the three aspects of the medical market environment,the cultivation of the main strength and the rational interaction of cooperation At present,the factors that restrict the effective operation of the PPP mode are proposed.Finally,a PPP mode is proposed to cultivate the spirit of contract,nurture the main force and cultivate the rational spirit to optimize the supply of basic medical services.It is undeniable that the introduction of market competition mechanism in the field of medical services is an inevitable choice for reform.However,it must be emphasized that this is a limited marketization that provides marketization of the mechanism rather than government functions.Neither relying solely on the government nor on market-oriented provision can meet the needs of the public for basic medical services.What is needed is a cooperation mechanism or institutional arrangement that can exert its respective advantages by the government and the market.
