The Problems And Countermeasure Research To The Basic Medical Insurance System For Urban Residents In Yancheng

The basic medical insurance system for urban workers in China was established in1998,and the goal is to achieve a comprehensive coverage of the basic medical care system for urban and rural residents.The State Council decided,after years of learning research,the basic medical insurance system for China urban and rural residents officially effective since 2007.The first batch of 2-3 pilot cities have been chosen in some qualified provinces,and this scope was expanded in 2008.The basic medical insurance system for urban residents,as an important part of China medical insurance system,really benefit the vast majority of the people and helped maintain the stability of the society.Thus,it becomes vital important of having this system rigorous and reliable.However,because the complexity of medical insurance system,it couldn't perfectly cover all areas at the beginning of its designing and faced all kinds of challenge during the process of actual execution.Yancheng is the first pilot city in Jiangsu province,after10 years of development,it has been working well and many problems have been found.This paper,based on the policy goal “the universal medical insurance”,by researching to the actual running result of the insurance system in Yancheng and to the system designing and problems occurred during actual running,described the problems occurred in the basic medical insurance system for urban residents.Thru solid theoretical study and empirical research to current insurance system,it finds out a model that matches the public demand and brings up constructive suggestions which is in accordance to the characteristics of Yancheng.Wish this paper can make a contribution to the development of the urban residents' basic medical insurance system.In this paper,through consulting a large number of urban residents basic medical insurance system related data,study related theory,combined with the detailed study of the basic medical insurance system for urban residents in yancheng city,through the combination of theory with practice,qualitative and quantitative,the urban resident basic medical insurance system has carried on the detailed analysis of the each link,each link to find the existing problems,and other countries through inducing the success of the scheme,put forward the solution.This paper is divided into five parts.The first part is the introduction,which introducesthe research background,research object and research direction of this paper.The second part is theoretical knowledge,reviewing relevant literature,systematically introducing relevant knowledge,and building a complete knowledge system of basic medical insurance system for urban residents.The third part introduces the operation of basic medical insurance system for urban residents in yancheng city and summarizes the problems.In the fourth part,the above problems are analyzed in detail and the reasons for these problems are analyzed.Finally,through the interpretation of the theory,the analysis of the problem puts forward feasible countermeasures.
