The fairness of health services is an important indicator of the WHO's performance evaluation of health services, and the equity of health resources allocation is the premise of the fairness of health services. How to keep the distribution of health resources fair and effective in different areas, people,projects and to achieve the greatest social and economic benefits of health resources is critical for the success of China health system reform. In 2009, State ”On deepening the opinions of medical and health system reform” clearly pointed out that to fully optimize the configuration of the existing health resources, promote basic public health services gradually equalization, which shows the importance of equity in health resources allocation. In this paper, by analyzing the current situation of health resources allocation in Hainan Province, evaluating the equity of health resource allocation systematically, and discussing the existing problems of health material resources, human resources and financial resources allocation in fairness, which provide theoretical basis and method support for the sustainable, coordinated and stable development of health service in Hainan province.This study chooses Hainan Province as the object of the research. Gini coefficient and Theil index are used in the equality of human, material and financial resources analysis. Moreover, this study sets up a scientific and reasonable index system,then multiple attribute decision making method is used for comprehensive evaluation of the different parts in Hainan Province.The results indicate: the total health resources in Hainan province has increased from 2009 to 2013,but the per capita health resources has been low level. In 2012, the amount of health resources per thousand people are still lower than the national average level except health technicians and nurse per thousand people. The amount of health resources has dominated by the economically developed areas, and during the period the gap of per capita health resources in areas with different economic development does not change. The equity of health resources allocation of population distribution in Hainan Province has gradually increased, but the equity of geographical distribution dosen.t change much. Gini Coefficient shows the equity of population distribution is better than geographic distribution. Gini coefficient of all kinds of health resources of population distribution are below 0.3, the fairness is in best state. While the Gini coefficient of health professionals, physicians, nurses and beds of geographic distribution are higher than 0.4, which are closed to inequity. Health resources allocation and social development in the region are closely linked. The higher the level of economic development, the more equitable health resource allocation is. The equity of health resources allocation differs by conditions of the inter-regional economic development. The internal balance of health resources allocation in economically developed regions and the middle-economic-level regions are better, but the internal balance of health resources allocation in less developed regions is poor. The equity of health resources allocation expect health resources narrows by conditions of economic development, but the inter-regional difference in health resource allocation is a major reason for the un-balanced health resource allocation in Hainan Province. We analyse the health resources allocation in Hainan Province from the view of the national standard,and find that the average standard of Hainnan province is relatively low. With multiple attribute decision-making method for the comprehensive evaluation of health resource allocation in different parts in Hainan province, it finds that health resources allocation and health resources investment are unreasonable in Hainan Province, the health resources allocation in different parts varies greatly.
