With the continuous deepening of the national health care system reform,Community Health Service Agencies have become an important part of primary health care service.In recent years,in order to ensure the smooth progress of the specific work of community health service agencies,the government proposes to take the public welfare of community health service agencies as the orientation and constantly improve the comprehensive service function of community health services,so as to further solve the current mismatch of resources and needs,low efficiency and other issues.At the same time,performance evaluation system of community health service has proposed to further development.By the end of 2016,there were 926,518 primary health care agencies in the country,of which34,327 were community health service centers.In 2016,the total medical treatment in the country reached 79.3 billion person-times,of which 55.1% were primary-level medical and health institutions,surpassing public hospitals.In order to further deepen the health care system reform and improve the service quality of primary care,it is especially important to construct and use the performance evaluation index system of community health service agencies.With the performance evaluation system of community health service agencies,we can objectively and scientifically evaluate the implementation of various tasks of community health service agencies agencies,and then ensure their efficiency,effectiveness and fairness,which can improve the administrative efficiency of the government.Based on the existing research,this paper defines the research scope by defining the concepts of performance,performance evaluation system and community health service.With performance management theory,public product theory,principal-agent theory and balanced scorecard theory as the theoretical basis,using the combination of normative research and case study,this paper analyzes the current situation and existing problems of the existing performance evaluation system.Then,we use the Balanced Scorecard to select76 alternative indicators from five dimensions of "public health service","basic medical service","organization and management","community resident" and "finance".Delphi consultant method is use to screen indicators and quantitative analysis.By this way,this paper establish a scientific,complete,objective and accurate evaluation index system.Thisevaluation system is applied to specific units by taking A Community Health Service Center as an example.Ten experts in the field of health performance evaluation are invited to rate the three years' relevant data of A Community Health Service Center.Then,an expert evaluation matrix is constructed.According to the evaluation results to make the corresponding analysis.Finally,according to the current situation and problems of the performance evaluation system of community health service centers and the application results of A Community Health Service Center,the paper suggests that the application of performance evaluation index system of community health service institutions should be guaranteed in terms of system,personnel,hardware and scientific operation.The research in this article provided reference for the theoretical research and practical application of the performance evaluation system of community health service institutions.
