At present,China's medical and health services are mainly supplied by public hospitals,but nowadays,the problem of medical treatment is increasingly serious and a large number of related hospitals are controversial.After many exploration and reform,the key points of medical reform in China have been transferred to the construction of the medical association,while ensuring the sustainable and healthy development of the medical association.The relevant departments of our country hope to realize the effective use of medical resources in this way and promote the reform.In the process of couplet of medical reform,however,the majority of the public hospital performance evaluation system should be more conservative,the disadvantages are becoming ever more obvious,therefore,to strengthen the hospital performance management is one of the key work to their own public hospital reform.Build a scientific and standardized performance appraisal system,guide the public hospital really return to public welfare,the efficient use of medical resources,in order to realize the national health service truly achieve good effect,high level of medical services to the public of civilian targets.Based on this,this article in view of the management mechanism of public hospital is trailing a meaningful exploration,after research and analysis,trying to create a very different from previous,including health care workers,doctors,effective evaluation system,in order to improve the performance for the purpose,in order to improve the level of hospital services,reduce medical disputes and solve the problem of public medical care as a fundamental purpose,so as to reduce the medical burden.This is also a realistic attempt in the process of new medical reform in China.This article refer to the country on strengthening guidance on performance evaluation of public medical and health institutions,mainly based on most of the hospital internal management perspective,and as a starting point,in a typical traditional public hospitals as the main research object,and related to the performance evaluation theory,the couplet of medical learning about the concept,and will review summarize the studies on experts and scholars made before.Then,based on the balanced scorecard theory and similar hospital consists of several different job functions of department functions,from the patient,the overall operation process,financial verification management,social responsibility,and learning and growing the five angles to hospital performance evaluation indicators,to build the hospital the balanced scorecard performance evaluation model;At the same time through our selection of public hospital G J city hospital as a field investigation and relevant information collection and analysis of the object,in this paper at the same time pay attention to the related indicators do not only with the combination of the strategic objectives,and fully consider the G hospital.Always pay attention to the purpose and mission of G hospital and its strategic objectives.In this paper,the strategy and public welfare are used as the guidance of this research.In the study of the establishment of performance evaluation index system in public hospitals,it is noted that the goal is not only to improve the efficiency of medical service,but also to take full account of the medical quality requirements.In this way,a new solution is provided to improve the performance evaluation level of the hospital.The final couplet of based on medical characteristics,performance evaluation and the balanced scorecard theory,according to current situation of hospital performance evaluation,the better use of the balanced scorecard to help hospital evaluation system for performance evaluation are proposed: the input for fully;Establish an effective support system for hospital top management support,improve the hospital internal management system and information system construction,building the appropriate incentive mechanism,establish a good hospital culture;Optimize the diagnosis key process and medical quality management process;Pay attention to the feedback and management of performance appraisal;Attach importance to dynamic adjustment index system.In this paper,we study the performance evaluation system,considering the characteristics and the characteristics of public hospital management,medical couplet body in which emphatically joined contribute to providing high quality medical service,give play to the role of couplet of medical examination index.Using the balanced scorecard method to analyze public hospital strategic target,the target segment,a final decision from the patient's internal overall dimensions,financial verification management dimension,process dimension,need to undertake the social responsibility of dimension and comprehensive learning and growing the five dimension is different and interrelated interactional analysis identified the appropriate index,and comprehensive investigation department of public hospital operating performance,promote the comprehensive development of public hospital and pay attention to the medical efficiency and improving medical service quality,provide better medical service for the people.
