The Issues Of Supervision On Social Medical Institutions And Countermeasure Study In Wuxi

To encorage and guide the social medical institutions to a boom is the vital step in deepening the reform of domestic medical and health system.To take great efforts to develop social medical institutions,which has an orderly competition to the public medical institutions,not only boost the supplyment of medical and health resources,but also urge the constant adjustment and improvement of the medical and health care system.At present,the proportion of social medical institutions in Wuxi in the medical system can not be ignored,but with the number growing,the majority of those are at a disadvantage in technology,services and scales,especially for the staffing which can hardly reach the threshold of basic criterion.Part of the profit-making medical institutions in order to pursue the "profit maximization",illegal acts have occurred frequently.It is a worthy subject to research on the following aspects: how to consummate policies and enhancing supervision and guiding;how to vigorously promote the social capital of medical treatment,and to ensure that social capital in the market access,practice management,optimization services and other aspects of the promotion of policy implementation;how to innovate regulatory services to improve regulatory efficiency.In this paper,take the social medical institutions in Wuxi City as the research object,use statistical analysis and typical case analysis to describe the status quo of Wuxi social medical institutions.The social medical institutions grow steadily in recent years,however there are some problems such as the small institutional scale,the poor investment position.And there are still many bad practices,noncompliance business problems and other issues.In order to prevent the failure of the market when the social capital entering the medical market,the relevant departments of Wuxi Municipal Government in accordance with laws and regulations,carry out inspections on the main qualifications,practices and others,who through the development of planning,access control,supervision of social medical institutions.Yet there are still problems such as deficiency of supervision,lack of supervision,and supervision failure,furthermore,the supervision lacks of scientific performance evaluation mechanism.Learn from the international experiences of Germany,the United States and Japan,at the same time in view of the problems in the supervision of social medical institutions in Wuxi,This paper puts forward that the supervision of social medical institutions should reflect the concept of social governance.It needs to improve the legal and regulatory system of supervision,to develop a clear social medical institutions regional development planning,to implement medical insurance and other support policies,in order to create a favorable environment for the development of social medical institutions.At the same time,the supervision of social medical institutions,should clarify the various functions of the main body,and build a reasonable regulatory framework.First of all,determine the subject responsibility of medical institutions as the main body in medical system.Second,strengthen the medical management,improve the social medical institutions access and exit mechanism,the establishment of a unified assessment and evaluation system and the flow and sharing of resources to promote the development of social medical institutions and improve the quality of medical services.Third,strengthen the supervision of medical services,by strengthening the construction of law enforcement team and innovative means of supervision to improve the efficiency of supervision on social medical institutions.Fourth,through the establishment of "double publicity" and other information disclosure systems,to strengthen social supervision.Finally,the industry association play the role of self-discipline and bridge link.In summary,through the improvement of medical service supervision system,to achieve the good situation of social covenant of supervision of social medical institutions.
