The Current Situation Analysis And Countermeasure Research For Clinical Blood Transfusion Health Supervision In Jilin Province Medical Institutions

Clinical blood transfusion is one of the most important methods for medicalinstitutions to cure diseases, improve clinical efficacy and save patients’ life.Meanwhile, the medical institutions are facing high risks when they develop clinicalblood transfusion techniques. So far, such diseases as AIDS, HCV etc might becross-infected via clinical blood transfusion.So many incidents happened in districts,provinces even internationally due to clinical blood transfusion that shock a lot ofpeople, cause great pains for patients and also impose heavy burdens to the society.These incidents also reflect many problems when the medical institutions carry outclinical blood transfusion techniques. These problems can be caused by theinstitutions or the practitioners for lack of supervising and skills. So to establish ascientific and reasonable supervising system and regulate rational usage for clinicalblood transfusion plays a very important role to control those diseases which aretransmitted via blood, such as AIDS.By means of the analysis of data and documents, survey-making, analysis ofmathematical statistics and cases, the article not only investigates the personalinformation of the health inspection authorities’ staff and staff of blood safetysupervision and inspection agencies, basic information about the supervising andexamining of clinical blood transfusion in Jilin Province(2009-2011) and the currentsituation of the medical institutions when they develop clinical blood transfusiontechniques, but also probes into the existing problems when the medical institutionscarry out clinical blood transfusion. To the problems, this article also makes rationalproposals and puts forward practical measurements for medical organizations.Firstly, this article introduces the contents of clinical blood transfusion andpresents the necessity of supervising of clinical blood transfusion through selectingtypical cases of infectious disease on account of clinical blood transfusion all over theworld, incidents of infection due to blood transfusion in Jilin Province and the wholecountry. It also clarifies the necessity of administrative supervising in developing clinical blood transfusion for medical organization. In the same time, the articleanalyzes the basic information of clinical blood transfusion in Jilin Province and thestaff of health inspection authorities which include structure of education, age andconstitution of major. The state of supervising and inspection about clinical bloodtransfusion in various health inspection agencies in the Province organized by JilinHealth Inspection is the focus since2009to2011.Secondly, through combining the daily supervising and inspecting with specialsupervising and inspecting, delivering questionnaires to second-class medicalinstitutions, using convenience sampling method, the article investigatesqualifications, facilities, procedures of storage and giving out, scientific andreasonable transfusion and blood scrapping in100blood transfusion departments(blood bank) in different medical institutions. Furthermore, the article selects threetypical irregular cases of clinical blood transfusion which were investigated andpunished by Jilin Health Inspection. Through analyzing and discussing, it points outthe important links when developing and regulating Clinical blood transfusion.Thirdly, the article points out the major problems, such as the problems ofconstruction of systems, education in health administration department andsupervising departments， basic investments, facilities, qualifications andinformationization, etc when the medical institutions supervise Clinical bloodtransfusion.At last, for the existing problems，the article puts forward rational proposals tohealth administration department and supervising departments. Moreover, theeffective actions mentioned in the article should be taken in order to protect thepatients’ rights of health and life safety.
