| As a useful supplement to government run hospitals,social capital organized medical institutions have became an important part of the medical and health service system in China.Since 2009,"Opinions of the CPC Central Committe and the State Council on deepening the reform of medical and health care system" has been put forward to encourage nongovernmental investors to establish medical institutions.The government of all levels issued a series of incentive policies to make sure that social capital organized medical institutions have a rapid development.Current policies put more heavy on development and ignore supervision.The relevant guidance and regulation system is not sound,which leads to deformed development,failing to deliver the expected "catfish effect".Negative news that damage the interests of patients,seriously disturb the order of the medical service market continues being exposed,such as Baidu Promotion of false medical advertisement and Wei Zexi events.This phenomenon leads to a bad impression of the public on the social capital to do medicine.There has been higher need for the government to supervise as all-wise controller over the social capitals run hospitals.The problems of social capital medical treatment in China are described from the perspective of social public,regulatory perspective respectively.It deeply probes the problems behind the policy,environment and other reasons.points out that excessive pursuit of profit is the root cause of social capital medical institutions chaos.Draw lessons from the experience of foreign social capital to participate in the provision of medical services,try to point out the developing direction and trend of nongovernmental medical institutions.As to the research of strategies for healthy development,three aspects are putting forward from perfecting social capital to run medical policy,improving the social environment and policy implementation.In conclusion,Strengthening the economic supervision is suggested under the condition of existing policies,which will have a positive effect to solve the chaos of nongovernmental medical institutions. |
