Welfare Effects Of Migrant Population Medical Insurance Relationship Transfer Policy In Guangzhou

In recent years,there are a large number of migrant employment population with the tendency of increasing year by year?living longer?and familial aggregation in China.influenced by the household registration system and medical insurance division,the location of this people's medical insurance is often inconsistent with their practical life area,their medical spending more for intercity or trans-provincial medical consumption,and because of the difference in insurance compensation levels and conditions in different area,the migrant people is treated by the lower level of health care. It is in this case,countries and provinces introduced a series of relevant policy documents to guarantee for the smooth transferring of the medical insurance.Guangzhou is an international metropolis with a flow of employment population and rapid economic development,the research about the welfare effect in Guangzhou's insurance transferring policy has better realistic foundation and representative.Based on this,this article aims to explore the relationship between Guangzhou's insurance transferring and personnel welfare level,the way medical insurance transferring policy affect welfare effect of migrant employment population and the impact of fairness between different income groups.This project will design welfare questionnaire from four dimensions,includes medical costs(medical service utilization,price and consumption)and non-medical costs,evaluate the effect of welfare in quantitative analysis by using this questionnaire,field survey coverage through and not through migrant changes in the welfare of the employees,compare overall the welfare effect in qualitative analysis.Specific methods include: using the method of literature review,inductive and deductive method theory combing with the present situation analysis;Using Delphi method to select the welfare effect evaluation index;Applying integral sampling method combined with the tendency to match score method to choose transfer or not transfer the medical insurance relationship between health migrant employment population as the object of investigation;Using logit model to analyze the medical service utilization,and using Tobit model to analyze the medical expenses burden(medical service price,consumption and non-medical services consumption).Results show that a significantly increase of medical service utilization(inpatient and outpatient)after transfer the relationship of medical insurance,but less the auxiliary use relatively.About the price of medical service,the cost both of inpatient and outpatient service in each time is higher,the proportion of their pay is lower,but The proportion of outpatient service to pay their own little change.Medical service consumption basically present that hospital consumption growth significantly,make full use of the sporadic medical service.Non-medical service consumption in culture education spending and savings increased significantly in transferred group.Medical insurance transferring policy influences the utilization of medical services and prices by setting the level of the medical insurance compensation level,thus changes the medical service and medical service consumption,ultimately,is on the change of the welfare effect. From the perspective of the fairness,the utilization of health care service in hospital after transferred has improved,but the number of days in hospital and the utilization of outpatient service has not changed;In non-medical service consumption,the low income group's per capita spending on education and entertainment improved,the effect to stimulates consumption and reduces saving by improve the level of compensation is more apparent in the low-income groups compared to the high income group.Overall,the welfare effect of medical insurance has increased in migrant employment population in Guangzhou city after switching,namely Guangzhou's migrant employment insurance transferring policy has a good welfare effect.if increase policy propaganda aimed at the low income,low degree,and the older migrant employment population will benefit the welfare of the whole group significantly.
