Objective To compare the effectiveness of medical institutions, drug prices, personnel structure and the performance appraisal, etc after comprehensive reform of health system to primary health care in Tianchang city, Anhui Province.Methods Forward-looking health system reform based on survey design, using interviews, data collection and questionnaire methods, a comprehensive understanding of the major health reform Tianchang primary practice area of primary health care institutions Tianchang, personnel structure, drug prices, businessthe amount of investment to the baseline survey and performance evaluation, compared before and after the intervention of comprehensive reform.Results Tianchang City will coordinate development of the management system and personnel system, distribution system, drug procurement and distribution, drug sales slip of zero, financial security system reform, primary health care institutions to set more reasonable; significantly lower drug prices, the overall decline of 60%, none other people each year4000 million; the proportion of health workers from original 75% to 87%, the proportion of public health personnel 22%, personnel structure was further optimized; established two performance appraisal system, primary health care sector medical staff are fully mobilize the enthusiasm of, medical personnel have a more substantial increase in income.Conclusion Comprehensive reform of intent to basic medical health system as public goods to provide the people with the target has been initially verified, re-build public good mechanism for grass-roots health system measures, basic primary health care, public health capacity and the establishment of national essential drug system positive significance.
