Objective:Clinicians are the most important part of hospital human resources and the providers of medical and health services,whose behavior will directly affect the quality of medical service and affect the core competitiveness of hospitals.With the development of the reform of medical and health system,the Infectious Disease hospital facing more intense competition environment,the original incentive mechanism of clinicians is broken,and the salary system needs reform urgently.This topic takes the Qingdao sixth People's Hospital as the research object,aims at discovers and analyzes the existent questions through investigating the present situation of clinical doctor?s salary system,unifies the important strategic transformation period and the profession characteristic of clinical doctors,designs a set of salary system of clinical doctors in infectious disease hospital which is scientific and reasonable,and adapts to the strategic development Goal of hospital.Methods: Firstly,from the theory of salary management,through the definition of core concept,the quoting of the construction process of salary system and the summary analysis of domestic and foreign research progress,the author hopes to provide the basis and idea for the follow-up research.In the status analysis stage of salary system,this paper uses questionnaire survey,open interview and other methods,to master informative data such as the ever view of hospital,the general situation of human resource and salary system,and so on,to find out the existing problems and analyze the reasons.In the construction stage of salary system,set up the salary system Working Group,draw 20 people to form the Post Appraisal Committee,use the management method and the tool,such as the topic group discussion method,the factor point method,the geometrical method,the increment coefficient method,the fuzzy analytic hierarchy process,redesign the salary management of clinical doctor.Results: In the reconstruction of the clinical physician compensation system,a hybrid compensation level strategy is adopted.The leading shortage level positions,high practice risk and high strength work positions,high-level talents,the backbone of hospital operations,and clinical doctors who have make outstanding achievements by adopt a leading-level compensation strategy and follow-up strategies for clinicians in other positions.The clinical physician's remuneration is divided into four parts: position compensation,performance compensation,responsibility compensation and welfare.In the position compensation,the clinical doctor's position is divided into 4 level and 8grade.On the basis of constructing the evaluation model of the clinical doctors ' position,this paper calculates the relative value range of each post grade,uses the increment coefficient method to measure the post values,and the standard system of clinical doctors' salary was reestablished.After the adjustment of salary structure,the position salary is about 60% of the total salary.In the performance salary,it divides into the outpatient performance and the ward performance,but also divides the ward performance into the physician ward performance and the surgeon Ward performance.Personalized welfare mainly include increasing education and training opportunities,fair job promotion channels,and so on,is another new element in the compensation optimization.In addition,for the actual situation in which the hospital has introduced the subject leader and backbone,it has established responsibility salaries including subject leaders and high-level talents.The optimization of the salary system of clinical doctors will become a powerful weight to realize the strategic goal of hospital and to improve the core competition of hospital.Conclusion: On the basis of mastering and analyzing the abundant and informative data of the sixth People's Hospital of Qingdao,this paper evaluates the present situation of the salary system of the clinical doctors in the sixth People's Hospital of Qingdao,combs the existing problems,and redesign a reasonable and scientific salary system of clinical doctors,which is suitable for the strategic development Goal of Infectious Disease hospital,in order to help the realization of the goal of hospital strategic transformation.
