Since the 21 s,private hospitals have achieved rapidly development under the supporting of national policy.But in hospital management,there are many shortcomings.It can effectively improve the management level and improv e the market competitiveness of civilian battalion hospital only by establishing scientific performance appraisal management system.The paper takes Harbin JS Ophthalmic Hospital as the research object and analyses comprehensively the current situation of performance management in JS Ophthalmic Hospital by the methods of investigation and questionnaires.It founds the following problems: the employees do not pay attention to the performance management;the index of assessment is not scientific enough;the justice and openness of the assessment results in the process of performance evaluation is not enough;the effective communication during the process of evaluation is not enough;the feedback after assessment is lack;the communication in the performance appraisal is lack;the appeal mechanisms of performance appraisal results is lack.In view of the above problems,this paper decomposes the development targets of JS Ophthalmic Hospital with the Balanced Scorecard.Then the paper designs the hospital perform ance evaluation index system and completes the optimization and determines the index weight of index standard of hospital performance management with the method of Delphi and AHP.In accordance with the requirements of performance management,the performance management process is designed,and the performance management system of JS Ophthalmic Hospital is designed.In order to give full play to the effectiveness of the balanced scorecard,the paper designs the following the safeguard measures: improve the degree of attention of employees;make comprehensive use of performance appraisal results;strengthen the feedback of communication and performance to ensure transparency;pay attention to the complaint of performance to ensure the justice of the performanc e appraisal and cultivate the specialized team of human resourcesThe following is the purpose of this paper: according to the actual management situation of JS Ophthalmic Hospital,the paper finds out the existing problems of performance management in t he hospital,puts forward the improvement scheme and safeguard measures.What the paper does all above is to give full play to the effect of performance management with the Balanced Scorecard in the hospital and promotes the development of JS Ophthalmic Hospital.
