Analysis On The Effect Of Comprehensive Reform (Pilot) Of County - Level Public Hospitals In Hunan Province

ObjectiveThe good operation of public hospitals play a decisive role in the process ofChina’s medical industry development. Since2009, there are311counties in18provinces to carry out the pilot reform of public hospitals. Hunan Province in20128counties (city) included in the scope of the pilot reform, the basic goal is to break upwith medicine medical mechanism, the basic realization of a serious illness county.This paper mainly explores the current situation of public hospital reform, the existingproblems and methods of improvement.MethodThrough the pilot hospital questionnaire, interview and field survey carried out atthe county level public hospital of Hunan province were investigated and the specificoperation, the analysis before and after the reform of hospital reform situation specificcontrast.ResultIn this paper, data for2012to2013at the county level public hospital reform inHunan Province pilot counties comparative analysis.26pilot hospital outpatient andemergency visits the sum by1822711people increased to2105049person time, grow15.49%compared to the same period, hospital visitors year-on-year growth of14.14%,have a larger increase. The financial subsidy income rose from29630000yuan to32550000yuan, or about10%, the government’s financial investment increase. Themedical service price structural adjustment, increase in the fee, in order to reflect thevalue of technical services staff. ConclusionThe main problem facing the development of26pilot hospitals are: financialinvestment is insufficient; the price of medical services is still low; the classificationof medical system still not perfect etc.. In order to reform and perfect the county levelpublic hospital, enable patients to enjoy a better and more convenient medicalservices, recommendations: to further improve the financial compensation mechanism;constructing knowledge as the core of medical price system; construct the paymentmechanism with demand as leverage costs; to perfect the construction of medicalgrade system; to construct the incentive for the characteristics of the internal operationmechanism.
