Along with the economic development and social progress,people's living standard and medical level are increasing,and the life span of human beings is also prolonged.This leads to the aging of our country and the aging of population structure.However,the implementation of family planning and the reduction of population also affect the life of the elderly.The aging of the population in Heilongjiang is above the national average,either in degree or in speed.The provincial capital of Harbin City,the aging population is increasing,and the increasing aging has also brought a series of health problems,suffering from chronic disease and disability,semi disabled elderly increases,more and more elderly people have a need higher quality of medical services,medical and pension become an urgent need to solve the problem of people's livelihood.However,in order to improve the level of the service for the elderly,it is necessary to take the road of "combination of medical and health care".This study starts with the pension institution of "combination of medical and health care" in Harbin.The two representative old-age institutions in Harbin were selected,and the two old-age institutions were selected as the research object.The nature,scale,personnel situation,medical facilities,medical service level,basic situation of service team and charge standard were analyzed,and the problems and original problems of the pension institutions were found.On the basis of the experience of the developed countries in foreign countries,In view of the reality of Harbin,this paper puts forward the mechanism of setting up the government leading and multi party cooperation,perfecting the related insurance reimbursement system,paying attention to the physical and mental nursing simultaneously,changing the traditional concept of the old age for the aged,developing the old-age service of traditional Chinese medicine,transforming the related hospitals into the old-age service institutions,and training the medical personnel to combine the professional talents,we should strengthen the scientific development of medical care and pension institutions.
