The statistics date from the Emergency Events Database shows that since 1985,the number of disasters(margins,earthquakes,tsunamis,hurricanes,etc.)beyond our imagination.Especially when we come into the twenty-first century,disasters have occurred particularly frequently.These disasters threaten the lives of millions of people and resulted in enormous economic losses every year.During these casualty incidents,to which one of several area hospitals should each victim be sent?How do we determine the order of delivery of casualties?Although much research work on these questions has been done,very few take the psychological status of casualties into account.Injured people will have anxiety,panic and other emotions,which also affect how smoothly rescue work in a way.Therefore,besides resource availability(both ambulances and care)and injury condition of patients,rescue decisions depend on the psychological status of casualties.In this paper we improved the method calculating psychological costs,and a bi-objective programming model is developed to minimize the psychological cost and maximize the casualty survival probability.We focus on the critical time period immediately following the onset of an MCI,considers many facts including the dynamic changes of resources in different medical institutions,the real-time survival probability and the psychological condition of the wounded.The bi-objective programming model is transformed by the fuzzy multi-objective linear programming,and solved using the mathematical programming solver,IBM.ILOG.CPLEX.Finally,we combined the model with computer technology to design and implement the medical rescue simulation decision platform.Based on the comparative analysis of experimental results under different conditions of rescue resources and the operation test of the website platform system,the conclusions are as follows:(1)the model and solution method of this paper is superior to other schemes,which also proves the effectiveness of the proposed model and method was verified by these experiments.(2)in the future emergency rescue,we should make sure that the transportation of "green casualties"gets a Priority One(critical)status in the context of relatively adequate ambulances and the shortage of medical resources,and that the transportation of "red casualties" gets a Priority One(critical)status in the context of relatively adequate medical resources and emergency ambulances.(3)the medical rescue simulation decision-making platform established in this paper is more simple,more efficient and more effective in the operation of hospital selection and ambulance route calculation,which also proves the practicability of the decision-making platform..
