Our country is located at the intersection of the Pacific Rim seismic belt and the Eurasian Seismic Belt.This special geographical location has caused China to face a severe earthquake disaster situation.As the chieftain of natural disasters,owing to its suddenness,unpredictability and destructiveness,earthquake disaster often causes significant property losses and results in large numbers of casualties in an extremely brief period and the affected area needs urgent demand for medical assistance.Emergency medical rescue teams play a key role in saving lives and reducing disability rates.Due to the great casualties and complexity of injury,on-site earthquake rescue facing many types of medical rescue missions.This research selects the scientific assignment between emergency medical rescue teams and medical rescue missions under earthquake disaster as the research object,aims to provide a reasonable and effective emergency medical rescue teams assignment optimization method for emergency rescue of earthquake disaster,improve the decision-making level of earthquake emergency rescue in China and the operation efficiency of emergency medical care system,achieve maximum rescue of trapped persons.In response to the assignment between emergency medical rescue teams and medical rescue missions,we take the time satisfaction into account,time satisfaction model is established based on the survival probability function to quantify the time satisfaction of medical rescue missions.Meanwhile,considering the competency of the emergency medical rescue teams,the comprehensive performances of emergency medical rescue teams are evaluated according to the characteristic performance information.Assume that there is a sufficient number of emergency medical rescue teams and each emergency medical rescue team can only be assigned to a class of medical rescue mission,the assignment model of emergency medical rescue teams with the goal of the maximum time satisfaction and the best competency has been made and method for solving the model is given.The assignment model is verified by the example of "8·8" Jiuzhaigou earthquake.The research shows that different from just consider one single goal,take the time satisfaction of medical rescue missions and competency of emergency medical rescue teams both into account can ensure that emergency medical rescue teams are qualified for medical rescue missions and guarantee the time satisfaction of medical rescue missions.Features and innovations of this research are:(1)the rescue time and the survival probability of trapped persons in different medical rescue mission are connected,which can reflect the time satisfaction and effectiveness of the rescue operation more directly.(2)through the characteristic evaluation index of the earthquake emergency medical rescue teams,the calculation method of the emergency medical rescue team's competency of medical rescue missions is given.
