The Establishment Of Index System Of Core Competence For Master Of Public Health

ObjectiveUnder the guidance of the concept of great health in the new era,the paper learns from the beneficial experience of foreign masters of public health training,builds a Public Health Masters(MPH)Core Competencies Index System that meets the needs of future development of public health in China,and tries to provide a certain degree of innovation for the training mode of Master of Public Health in China.Ultimately,it has achieved the goal of improving the quality of public health talents.MethodsBased on the summarization of domestic and foreign literature and expert group discussions,an expert consultation questionnaire was formed;30 domestic and foreign experts who are from Universities,government health departments,medical and health institutions,were selected for the two rounds of expert consultations,eventually,the core competency index system for masters of public health was formed.Epidata 3.1 was used to establish a database and data entry,and SPSS 23.0 is used to calculate expert authority,coordination coefficient,coefficient of variation,etc.The index weight coefficients at all levels were calculated by the yaahp11.0 AHP software.Results1.The basic situation of expert consultation: The 30 experts selected in this study were all from public health related fields.Among them,26 have master degree or above(86.7%),and 27 with senior positions(90.0%);The degree of authority of experts is greater than 0.8;The chi-square test results of the two rounds of expert consultation coordination coefficients were statistically significant(P<0.05),and the second round of results was better than the first round;The coefficient of variation of the second round of expert consultations was lower than the first round of coefficient of variation,and the opinions of the experts tend to be consistent.2.Establishing framework of the MPH Core Competencies Index System: drawing on domestic and international experience,a master degree of public health ability indicator system was formed after two rounds of expert consultation and scientific design.The system included five first-level indicators,15 second-level indicators and 45 third-level indicators.3.The determination of the MPH Core Competencies Index System weight: The weight of the primary public health thinking model,public health professional ability,public health professional literacy,public health post competency,and public health professional development potential was calculated through the Analytic Hierarchy Process.The weights of each indicator were 0.0944,0.3586,0.0899,0.3314,and 0.1257,respectively.Conclusions1.The research and construction of the determination of the MPH Core Competencies Index System is scientifically rigorous.The research has formed 5 first-level indicators,15 second-level indicators and 45 third-level indicators,and each indicator was given weight.The logically rigorous indicator system,with clear levels,scientificity,integrality,and systematicity,reflects the needs of China's future public health development;2.The MPH Core Competencies Index System,which is guided by the concept of the new era of great health,provides a reference for the establishment of public health personnel training and evaluation standards in China.The indicator system emphasizes the importance of training professional competence and post competency of the master of public health,and at the same time,it must also pay attention to cultivating its qualities of thinking,quality,and professional development.3.The reform of China's Master of Public Health training model should start from the aspects of clearly cultivating goals,constructing a scientific and rational curriculum system,optimizing the training process and teaching model,and establishing a guarantee system for training quality.
