With the continuous completion of market economy system, dramatic changes has happened in medical environment, which can be reflected in such aspects as industrial competition situation, government policy, patient's demand for health, medical technology and difficult medical problems that frequently emerge. Thus, the environment that hospitals exist and develop in becomes increasingly crucial. Analyzing the shortcomings of hospital core competence can provide reference for the promotion of hospital core competence, and is favorable for the promotion of hospital medical service quality and the decrease of management cost and medical fee, thus help hospital establish its advantageous position in complex competition environment. The application of BSC in hospital is relatively late and there is no successful case in practical application, moreover, achievements in theoretical research are few and immature, so there is strong practical meaning in research on domestic hospital core competence evaluation system based on BSC.This thesis uses research methods such as literature review, expert consultation, a combination of qualitative and quantitative study and case study, to fulfill a theoretical analysis and empirical study on domestic hospital core competence.It takes balanced scorecard theory and core competence theory as theoretical guidance. This study will include:(1) It displayed research purpose and meaning, and analyzed research situation at home and abroad and selected research methods.(2) It analyzed this research's theoretical basis, mainly focused on BSC, core competence and its identification and assessment.(3) It concluded the connotation, basic features and identification of hospital core competence, and put factors that influence the formation of hospital core competence into 4 aspects: technology research and use ability, resource use ability, hospital culture and management.(4) It constructed domestic hospital core competence evaluation system based on BSC, which is consist of 4 four first grade indexes and 18 sub-indexes, also determined concrete evaluation method.(5) It used AHP and fuzzy comprehensive evaluation to evaluate and analyze the core competence of Jinan central hospital.
