Research On Evaluation Of Cooperative Development Of Agricultural Ecological Capital Operation And Green Poverty Reduction

At present,China’s rural areas are facing the dilemmas between “economics developing” and “environment protecting”;it also has a task to solve absolute poverty as well as relative poverty..As rural areas are rich in natural resources,based on its advantages of ecological resources and natural resource endowments in poverty-stricken areas,it can conducive to giving play local comparative advantages,gaining competitive advantage and promoting sustainable development of rural areas.“Agricultural Ecological Capital Operation” is a concrete practice of ecological capital operation in the agricultural field,and also is the realization way of transforming lucid waters and lush mountains intoinvaluable asset.“Green Poverty Reduction” is a new development model of current poverty alleviation work.They have mutual influence and interaction to each other,and play an important role in the rural areas development.Through studying their synergistic relationship and judging their current synergy,it can promote their synergy level and help to solve the development problems faced by each of them,then improve the level of rural development in a stable and orderly manner.This paper relies on the support from my supervisor’s fundation of China National Natural Science Foundation(No.71673302,71303261).Through combining the methods of literature research and case study,qualitative analysis and quantitative analysis,based on the theory of ecological capital,agro-ecological economy,anti-poverty theory and synergy theory,this paper reviews related literature of agricultural ecological capital operation and green poverty alleviation,defines the concepts of agro-ecological capital operation,green poverty reduction and coordinated development,sorts out the relationships between agro-ecological capital operation and green poverty reduction in the basis of synergy of development,goals and values,explores the matching mechanism,interaction mechanism and environment safeguard mechanisms and policy coordination mechanisms,as well as coordinated development paths of economic,social and ecological effects.Then,by constructing the evaluation index system and model of agro-ecological capital operation and green poverty reduction coordination development,taking Enshi Prefecture of Hubei Province as an example,the papar calculates the comprehensive development level,synergy degree and synergy development level of agro-ecological capital operation and green poverty reduction.It was found that the level of agro-ecological capital operation and green poverty reduction comprehensive development showed a slow fluctuation.The degree of synergy has grown steadily since 2010;and the degree of synergistic development has evolved from a dysfunctionality to a high-quality synergy.Meanwhile,using the gray correlation model to measure the degree of association between the two systems,it is found that the correlation degree of the agriculturalecological capital operation subsystem to green poverty reduction is 0.97 or more.On the contrary,the average value of the latter subsystem to the former is 0.98 or more.Finally,this paper proposes countermeasures to optimize the cooperative mode of agricultural ecological capital operation and green poverty alleviation.The possible innovations in this paper are reflected in the research perspective and research content.As it takes both the economy and the environment into account,and aims at poverty alleviation and economy development.This is a green development way,which can combine rural green poverty reduction and sustainable development goals together,study the coordinated development of agro-ecological capital operations and green poverty reduction,and then explore new development ideas.But the theoretical basis of relevant research in this paper is weak,and the selection of indicators may be less comprehensive,so it needs to be further deepened and improved in future research.
