Study On The Multi-functional Coupling Relation Between Urbanization And Cultivated Land In Chengdu City

Abstract/Summary:
In recent years,with the development of urbanization,the contradiction between urban construction and the occupation of agricultural cultivated land resources has become increasingly prominent,and the development of cultivated land resources is facing the problems of regional imbalance and disharmony.Therefore,in the face of the problems of non-agricultural,extensive and marginalized use of cultivated land caused by urbanization development,it has become an urgent task for rural reform to give full play to the multi-function of cultivated land to enhance the comprehensive value of cultivated land.Document No.1 of 2018 proposes to build a number of leisure and sightseeing parks reflecting the new era and new pursuit by tapping the multiple functions and values of the countryside and giving full play to the multi-function of cultivated land,so as to promote the overall revitalization of the countryside.As the core growth pole of the western economy,Chengdu has made some progress in urbanization construction,and gradually has the institutional basis of developing multi-functional cultivated land.However,the urban population growth also puts forward higher requirements for the functional development of cultivated land,ecological environment protection,food security and allocation of construction land.Based on the above understanding,this paper takes Chengdu as the research area,constructs the index system and calculates the multi-functional index of urbanization and cultivated land in Chengdu by using the method of entropy weight and comprehensive index.With the help of grey correlation method and coupling coordination model,this paper explores the relationship between urbanization and multi-functional utilization of cultivated land in Chengdu.The results show that:(1)From 2007 to 2016,the comprehensive urbanization development index of Chengdu increased from accelerated growth to flat growth,from 0.031 to 0.936.In 2016,the development index of population,economy,society and space urbanization in Chengdu was 0.017,0.481,0.275 and 0.163 respectively,with annual average growth rates of 30.05%,90.73%,51.98% and 41.09%,respectively.The development index of population and spatial urbanization is obviously lower than that of economic and social system,which has become the short board of urbanization development in Chengdu.In the future,land resources should be revitalized and intensive use of land should be strengthened.Build a good urban infrastructure and social security system to realize the real citizenization of agricultural transfer population.(2)From 2007 to 2016,the comprehensive function of cultivated land in Chengdu showed an upward trend year by year,and then decreased slightly.The comprehensive level in 2007 was 0.098,increased to 0.896 after 2014,slightly decreased in 2015,decreased to 0.808,slightly increased in 2016,but still lower than the level in 2014.Among them,the subsystem of tourism leisure service function contributes the most,followed by the subsystem of social life security function and agricultural production security function,and the subsystem of ecological security maintenance function contributes the least.The optimization of the supply mechanism of construction land and the development of strategic emerging industries are helpful to improve the ecological function of cultivated land.(3)The relationship between urbanization system and multi-function system of cultivated land is relatively close.Except for a few years,the correlation degree between indicators is less than 0.65,most of the indicators are relatively high.Among them,production security function,life security function and ecological security maintenance function are highly correlated with urban population and space,and the correlation coefficients are in the range of 0.85-1.The production guarantee function has a great influence on the development of urbanization.The expansion of urban space and the increase of population have greatly affected the functions of production security,life security and ecological security maintenance,while social development and economic growth have promoted the functions of tourism and leisure services.(4)From 2007 to 2016,there was little difference between urbanization and multi-functional comprehensive index of cultivated land in Chengdu,and the coupling index between the two systems was higher than 0.8,which was at a high level of coupling.In terms of coordinated development degree,the overall coordination degree of urbanization and multi-functional cultivated land is on the rise continuously,from 0.235 in 2007 to 0.938 in 2016,from low coordination level to medium coordination level,and then to high level coordination stage.In order to keep the two systems in a high-level and high-quality coordination for a long time,one or two circles of population gathering should abide by the basic criteria of "red line" demarcation of cultivated land,optimize urban land space,avoid excessive consumption of resources and degradation of ecological environment,and make full use of the relatively abundant arable land resources in the three circles to develop ecological agriculture and organic agriculture,so as to realize the internal cost of arable land loss.At the same time,we should pay attention to the ecological and tourism service functions of cultivated land to ensure the realization of the comprehensive function value of cultivated land.
