Ecological construction and forest protection are the key elements of current ecological civilization construction.Deepening the reform of the ecological civilization system and improving the ecological and forest systems are the main tasks at present. In the construction of forest and ecological protection,state-owned forest areas are regarded as necessary carriers,an important base for cultivating forest resources, and a fundamental guarantee for achieving ecological security. They play an irreplaceable role in building ecological civilization and driving economic development. Thus, great contributions have been made in economic construction. However, for a long time, due to the lack of a complete system in the management of state-owned forest areas, forest resources have been overexploited, leading to more prominent livelihood problems and serious constraints on ecological security. In order to safeguard the country’s ecological security, the Party Central Committee and the State Council have initiated "Guiding Opinions on Reform of State-Owned Forest Areas" and comprehensively stopped commercial logging of natural forests in state-owned forest areas. The Great and Lesser Hinggan Mountains were identified by the state as an ecological function zone and a policy prohibition for commercial logging in the state-owned forests. This marked the beginning of a new development mode transformation in the state-owned forest area. With this transformation, the role of employees in state-owned forest areas has changed from "slaughter" to "forest protector".The working environment of the forest workers has also been greatly improved from the ice climbing and snow, and the winds have been improved. However, with the development of China’s social economy, the life of the forest workers is relatively backward, and because most of the forests are geographically remote, coupled with the increase in substitutes for forestry products in recent years, the income of related forestry enterprises has decreased, and the living standards of forestry workers have not been greatly enhanced. The family life and development of forestry workers have encountered difficulties.Taking the Inner Mongolia Genhe Forestry Bureau as an example, this paper studies the livelihood of workers’ families in the Root River Forestry Bureau through questionnaires and field interviews. After that, based on the relevant research data, the descriptive statistical analysis method is used to summarize the actual situation of the transferred workers and families after the reform of the state-owned forest area, and to understand the income level, income structure and livelihood status of the workers in the Genhe Forestry Bureau, and empirical analysis using multiple linear regression models. The current influencing factors(the impact of livelihood capital on livelihood strategies)on the livelihood issues of transfer workers in state-owned forest areas, and the policy recommendations on how to enable transfer workers in state-owned forest areas to maintain family livelihoods.Based on the previous research, the following conclusions are drawn:After the correlation analysis of the sample, the DFID sustainable livelihood analysis framework uses the multiple linear regression equation model to analyze the impact of the livelihood capital on the livelihood strategy.According to the regression results, human capital, financial capital, social capital, and physical capital all have positive correlations with participation in the economic industry of the forest and the livelihood strategy of the concurrent business.Human capital and material capital and a single job(referring to only one source of wage income)are There is a negative correlation, and social capital and financial capital are positively related to a single job.Because of the policy reasons and the particularity of the region, there is almost no difference in natural capital,so natural capital is not included in the model. Finally, literature work is summarized and conclusions are made to propose countermeasures for sustainable livelihoods for families of transferred workers in state-owned forest areas.
