The key state-owned forest areas in Northeast China and Inner Mongolia are the forest areas with the largest area,the most concentrated natural forest distribution and the richest biodiversity in China.It is also a critical forest ecological function area and strategic reserve base for timber resources in China.In 2015,key state-owned forest areas carried out a Logging-Ban policy to completely stop commercial forest harvesting,which is an important decision made by the state to restore forest resources,build a complete forest ecosystem and ensure the ecological security of the country.In the same year,the Central Committee of the Communist Party of China and the State Council issued the "Guiding Opinions on the Reform of State-owned Forest Areas",and listed "the production and living conditions have been significantly improved,and the basic living of employees has been effectively guaranteed" as one of the overall objectives.For a long time,the residents of state-owned forest areas have relied on forests for their livelihood,and the comprehensive Logging-Ban policy will have a profound impact on their lives.In the short term,the Logging-Ban policy is to reduce the amount of deforestation,alleviate and solve China's ecological crisis.However,in the long run,the Logging-Ban policy is to provide more ecological benefits for the residents of state-owned forest areas and improve the life satisfaction of residents in state-owned forest areas.Life satisfaction is an overall cognitive assessment of an individual's living conditions according to the criteria he or she chooses.Studying the life satisfaction of residents in the state-owned forest areas in Northeast China and Inner Mongolia and its influencing factors is conducive to the study of the impact of the comprehensive Logging-Ban policy on the life of forest residents,and to provide or adjust the trend of the people's livelihood security policy in state-owned forest areas after the policy.Based on the definition of the concept of life satisfaction of forest workers,this paper descriptively analyzes the life satisfaction of different workers' families in key state-owned forest areas.Then,this paper analyzes the comprehensive Logging-Ban policy for different workers' families in key state-owned forest areas.The heterogeneous impact of life satisfaction is mainly based on the different incomes,different residential addresses,different occupations and different forest industry groups,comparing the different influencing factors,and the paper analyzes the heterogeneity impact of the comprehensive Logging-Ban policy on the life satisfaction of different workers' families.The study found that the comprehensive "Logging-Ban "policy has a significant impact on the satisfaction of middle-income families,the families of the mountain workers,the management cadres and professional and technical personnel,and other enterprise workers,the workers' family life satisfaction of Longjiang Forest Industry Group and Daxinganling Forest Industry Group.Different factors affect the life satisfaction of different workers' families.Specifically,it can be divided into living conditions,family living conditions,social security,comprehensive logging policy,and basic personal characteristics.According to the different factors affecting the family life satisfaction of employees in key state-owned forest areas,this paper proposes policy recommendations to improve the life satisfaction of workers in key state-owned forest areas:Improve the income of employees in state-owned forest areas,increase employment,and guarantee their quality of life;Vigorously develop the economy under the forest,solve the employment problem;Strengthen the guidance of employment transfer for employees,strive to promote special funds for employment,vigorously develop the economy under the forest,solve employment problems;and improve the social security system for workers and families under the mountain,set up special funds for medical funds,improve the medical security system,retain medical talents;strengthen infrastructure investment in state-owned forest areas to ensure the normal operation of forest towns.
