| With the rapid development of China’s economy,more and more attention has been paid to the protection of the ecological environment.As a major forestry project to protect the air quality,the Beijing-Tianjin Sandstorm Source Control Project Ⅱ has received much attention from all walks of life.The question of whether the forestry project played its role has been raised.Under this background,this paper studies the monitoring and evaluation system design and development’s research of Beijing-Tianjin Sandstorm Source Control Project Ⅱ.According to LY/T 1758-2008 Indicators for monitoring and assessment of socio-economic impacts of the desertification combating program for areas in the vicinity of Beijing and Tianjin and DB11/T 1099—2014 Technical regulation for ecological benefit evaluation of forestry ecological engineering,the monitoring and evaluation system of Beijing beijing-tianjin sandstorm source control phase Ⅱ forestry project was established,and the monitoring contents and monitoring methods were developed,and the calculation method of benefit evaluation was clarified.According to the actual needs of the monitoring and evaluation of Beijing beijing-tianjin sandstorm source control phase Ⅱ forestry project,the demand analysis is carried out from the aspects of system users,functions and corresponding data,and system operation.According to the needs analysis,the integrated secondary development method of C#combined with ArcGIS Engine was determined,and the structural design and database design were carried out.According to the system structure design and database design,the interface design and function realization of the monitoring and evaluation system were carried out.The interface design includes login interface,system main interface and various function operation interfaces;five functional modules such as user management,data management,engineering monitoring,engineering benefit evaluation and statistical analysis are realized.User management mainly manages the users of the system,including adding users and deleting users two sub-functions.When users are added,the authority was limitted according to the users.Data management mainly manages system data,including data query,data update and layers.Data management mainly manages the system data,including data query,data update and layer output.Data query includes two sub-functions:engineering point query and monitoring point query,and data update includes two sub-functions:engineering progress update and basic information update.Engineering monitoring and engineering benefit evaluation are the unique and main functions of the system,which realizes the monitoring of construction progress and sample plots as well as the evaluation of engineering social and ecological benefits,including project progress monitoring,plot monitoring,and selection of monitoring plots,socioeconomic benefit evaluation and ecological benefit evaluation five sub-functions.The statistical analysis mainly analyzes the construction area of the project.Taking the 2013~2017 forestry project as an example,the system is applied and tested from the aspects of project monitoring,project benefit evaluation and statistical analysis.The results show that the system achieves the design function well,and has a certain guiding significance for the follow-up implementation of the project. |
