The agricultural resources are the material base and the basic guarantee which the agriculture and the countryside and even the entire human society can survive and develop. The agricultural resources distribute in the broad geography space scope, has very strong regional distribution. Because 3S (remote sensing technology RS, geographic information system technology GIS, global positioning system GPS) and the database and many other kinds of technologies display the fast and effective superiority in the magnanimous data management, therefore, agriculture resource management information system based on GIS and the database is playing the more and more vital role in the agricultural resources management.In our country or abroad, many researchers already have done a large amount of work on agriculture resource management system and acquired some achievements in practical, and they also have build up agriculture resource management system from nation to county. All these provided guarantee for managing agriculture resources effectively, however, in the whole there were a lot of shortages, included too much investment, developing too difficult and failing to throw off the flat of specific software. Nowadays, the foundation of agriculture resource management system is trying to solve these problems.On the basis of comparisons of each developing method and flat about agriculture resource management system, this study combined with the situation of agriculture resources in the study area, and established agriculture resource management system which is based on ArcGIS Engine and Visual Basic 6.0.(1) Whole design idea of system. The agriculture resource management information system whose condition of hardware and software was built up, the function module was designed at the same time, based on the basic principle and the goal of design. Compared with different secondary developing software such as MapX, MapObjects, we decided to choose ArcGIS Engine as the secondary developing software, because the system that was built up by the ArcGIS Engine can break away from the environment of professional software and have analysis function partly, so this can save developing cost for the department of agriculture resource management.(2) Database design and build. First, we comprehensively collect agriculture resources data in the studied region, including: The basic information data, the terrain data, the atmosphere environment data, the landuse condition data, the soil resources data, the water resources as well as the regional advantage agricultural resources related information data; then, according to the design idea and principle, classified it by spatial data and attribution data, and build data dictionary,...
